On April 18, the Investment Project Management Board of the Program for Development of Grade II Cities (Green Cities) - Thua Thien Hue sub-project announced that it had issued a decision to terminate the construction contract for package No. 28 (HU-CW07) with Hoa Binh 479 Joint Stock Company (Nghe An).
The bidding package includes items to upgrade and expand Vy Da bridge and the 100m road connecting urban areas A and B of An Van Duong area (bridge over Nhu Y river). The construction contract signed on June 4, 2021 and 9 related appendices were all terminated.
According to the investor, the construction value of the bidding package is more than 114 billion VND, but by March 31, nearly 79.8 billion VND had been disbursed, reaching about 69.93%. The construction progress does not meet the requirements according to the contract and signed commitments.
During the implementation process, the Project Management Board issued 12 documents warning of slow progress and 4 documents warning of serious contract violations, requesting contractors to rectify, but no results were achieved.
Notably, from mid-January to March 20, the contractor did not mobilize manpower and materials to construct the main items such as the bridge part, casting girder T33 of Vy Da bridge, sidewalks, railings and signage system at Nhu Y bridge.
The Project Management Board determined that the contractor seriously violated construction obligations, arbitrarily stopped construction for a long time, and did not ensure the capacity to continue project implementation.
Previously, on March 26, Hue City People's Committee agreed on the policy of terminating the contract for this bidding package.
According to the investor, the remaining workload will be processed according to the contract terms to implement the next steps, ensuring the overall progress of the project.
