In November 2025, Mr. Nguyen Van Vinh - Deputy Director of the Department of Construction of Khanh Hoa province - signed a document requesting inspection and handling of construction works in Dai Lanh commune.
This is the latest move after Lao Dong Newspaper reported on the tourist area named Son Dong Beach Resort, which was determined to be illegally built on agricultural land.
According to the document, the Department of Construction requested the People's Committee of Dai Lanh commune to urgently inspect, review, and handle according to the provisions of the law on construction, land and related regulations, ensuring correct order and procedures.
At the same time, Dai Lanh commune was assigned to preside over and coordinate with the Provincial Economic Zone and Industrial Park Management Board to organize inspections and handling according to the authority that has been decentralized for management. Accordingly, the People's Committee at the commune level is responsible for managing construction order for construction investment works in the commune's administrative area.

Previously, through the status check, the People's Committee of Dai Lanh commune recorded a 29,861.6m2 land plot used by an individual, belonging to plot No. 10, map sheet No. 12.
According to the land use right certificate, the total area is 33,045m2, including 4,868m2 of non-agricultural production and business land and 28,177m2 of perennial crop land.
The inspection results showed that the land has 17 construction works with a total area of 2,444.6m2, including 7 semi- old-finished works (6 bungalows and 1 kitchen), 1 solid work and 9 temporary works (residence shelters, warehouses...).
Working with the government, Mr. N.B.T confirmed that he was the one who directly built and managed all business activities at the land, through a oral agreement with the landowner, Mr. N.B.L, without legal documents, starting from 2018.
Dai Lanh Commune People's Committee said that the construction of works on agricultural land is not in accordance with the provisions of the law on land.
The land user cited two construction permits issued by the People's Committee of Van Thanh commune (old) in 2015 - these permits are determined to be issued in violation of regulations. Therefore, the Dai Lanh commune government will issue a decision to revoke the two above-mentioned licenses.
In addition, the land is currently within the scope of acquisition to implement the Dam Mon New Urban Area Project, according to Decision No. 1451/QD-TTg of 2025 of the Prime Minister on the project investment policy.
On October 16, 2025, the People's Committee of Dai Lanh commune issued Notice of Land Acquisition No. 55/TB-UBND and Plan for Land Acquisition for the project.
The works in Son Dung area were built before the completion of the project's markering (around August 20, 2025) and before Dai Lanh commune issued a notice of land acquisition.
The commune government said that based on the commitment of the business owner and the project implementation progress, the next handling will be carried out in accordance with the provisions of the law on land acquisition, compensation, support, resettlement, combined with construction order management in the area.
