On December 3, the Hanoi City Public Administration Service Center coordinated with departments, branches, investors of social housing development projects and Hanoi Radio and Television Station to organize a Dialogue Conference with the theme "From interconnected procedures to settlement: Removing difficulties for people to buy social housing in Hanoi City".
At the Conference, many people sent through the digital platforms of Hanoi Station and the iHanoi application about many freelance workers asking for income confirmation but the Commune and Ward Police responded "no instructions".
Responding to this issue, Lieutenant Colonel Le The Tung - Deputy Head of the Department of Administrative Management and Social Order Police, Hanoi City Police - said that according to Decree 261/2025/ND-CP dated October 10, 2025, the Commune-level Police are responsible for confirming the income conditions for low-income people in urban areas who are freelance workers, people without labor contracts, within 7 days. However, in reality, confirmation is currently facing many difficulties.
Lieutenant Colonel Le The Tung explained that the National Population Database currently has no information on the income level of freelance workers. Therefore, the police force of communes and wards lacked a basis for confirmation, leading to problems in the process of resolving people's requests.
He said that Hanoi City Police have informed the police of wards and communes that: all legitimate requests of people related to collected data - such as population information, permanent residence, temporary residence - must be fully provided; no inconvenience should be caused, and the processing time must be prolonged. If there is a situation that causes difficulties, the City Police will direct inspection and correction.

Lieutenant Colonel Le The Tung also said that Hanoi City Police have received feedback from the Commune-level Police and the people, especially regarding the confirmation of income for freelance groups. The City Police have sent a document recommending the professional departments under the Ministry of Public Security to request the issuance of instructions to unify the implementation method throughout the system.
He emphasized that in the coming time, departments and branches need to continue to "clean" specialized data to enrich national population data, thereby facilitating people and businesses when carrying out administrative procedures, including confirming information for social housing registration.
"When there are instructions, the Commune-level Police will implement them uniformly, ensure compliance with regulations and provide maximum support for people to complete their documents" - Lieutenant Colonel Le The Tung emphasized.
