On the afternoon of December 3, Deputy Prime Minister Bui Thanh Son presented a draft Resolution amending and supplementing a number of articles of Resolution No. 136/2024/QH15 on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang City.
The draft Resolution proposes to supplement policies for urban development models according to the orientation of public transport development (TOD) to maximize the economic value of public land and existing infrastructure, increasing the ability to connect urban areas.
At the same time, it opens up new development space according to the trend of railway projects in the world, promoting the development of modern public transport systems to connect, promote the potential, advantages, and develop the southern part of the city (old Quang Nam).
In particular, the draft Resolution proposes to stipulate 12 groups of priority projects to attract strategic investors, expand the project portfolio to focus on key projects for socio-economic development, environmental protection such as urban railways, seaports, airports, etc.
Regarding planning management, urban areas, resources, and environment, adding cases of land acquisition as a basis for creating land to implement a number of projects, including: logistics service projects serving seaports, airports, and inland waterway ports in the city (similar to Hai Phong Free Trade Zone);...
Supplementing mechanisms for mineral exploitation activities for common construction materials to shorten site preparation time, reduce the risk of not putting mines into exploitation due to failure to negotiate with the landowner; synchronize with procedures for auctioning and licensing minerals; increase the solidity of state budget collection, help put mines into exploitation soon.

Regarding the establishment of the Da Nang Free Trade Zone, the draft Resolution stipulates the establishment of the Free Trade Zone not only associated with seaports, airports, and international financial centers but also oriented to expand to the South of the city (connecting Chu Lai Open Economic Zone, Chu Lai Airport, Nam Giang International Border Gate, etc.).
This is to facilitate the proposal to promote balanced development, narrowing the gap between areas of the city in the future.
Add subjects eligible to buy, rent, or lease-purchase existing or futurely formed houses and construction works in this area; expand the scope of application to other construction works including real estate types that meet the needs of foreigners and investment, in line with development trends in countries in the region.
The draft also proposes decentralization to the Government to specify in detail and provide specific instructions for the storage in the Free Trade Zone of transit goods, temporary import-export business and border gates for exporting these goods abroad. Assign the Ministry of Finance to guide customs inspection and supervision of goods transited through international airports and road border gates.
Regulate the ownership ratio of foreign investors in the fields of: airport business; cargo terminal exploitation services, aviation petroleum services, ground-level technical service services, airport exploitation services; provision of air catering services; international goods transit logistics center at airports.
