Resettlement project for people affected by Xuyen Tam canal
On the morning of August 8, 2025, the Department of Construction coordinated with the Management Board of Investment and Construction Projects of Civil and Industrial Works of Ho Chi Minh City to start the Social Housing project at 4 Phan Chu Trinh, Binh Thanh Ward. This is a project of special significance for social security work, contributing to meeting the needs of resettlement for households affected by the dredging project, environmental improvement, infrastructure construction of Xuyen Tam canal and other cases according to regulations.

The project belongs to group B, level II, built on a land area of 12,099.6m2 with 3 blocks of apartments B1, B2, B3 with 20 floors, a total of 864 apartments with an area of 40 - 76m2, flexibly arranged from 1 to 3 bedrooms. Each block of houses combines the function of housing with trade and services, integrates community living areas, green parks, landscapes and essential utilities, creating a civilized and modern living environment.
The total construction floor area is about 80,318.96m2. The project is invested in synchronous internal traffic systems, water supply and drainage, electricity supply, fire prevention and fighting, information technology, surveillance cameras. The total investment is nearly 997.4 billion VND from the city budget, the implementation period is from now until the end of 2027.

According to the Ho Chi Minh City Civil and Industrial Construction Investment Project Management Board (investor), the project was decided by the city to invest in the context that the entire political system is focusing on implementing the Resolution of the Ho Chi Minh City Party Congress for the 2020 - 2025 term, in which the urban renovation program is a key task.
"Settlementing resettlement near old residences for people affected by urban renovation projects is a solution to please the people, create consensus, contribute to building a spacious and modern Ho Chi Minh City, improving living conditions and the quality of life of the community" - said a representative of the Project Management Board.
The social housing development target for the period 2021 - 2030 is very large

Speaking at the groundbreaking ceremony, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong said that after the merger, the social housing development target of Ho Chi Minh City for the period 2021 - 2030, according to the direction of the Prime Minister for the 3 previous localities (Ho Chi Minh City, Binh Duong, Ba Ria - Vung Tau) is 199,400 units. Of which, the period 2021 - 2025 is expected to complete about 18,000 units; the period 2026 - 2030 needs to complete an additional 181,400 units.
"This is a very large volume, requiring high determination to meet the requirements of social housing development of the city and the whole country, ensuring the goals in the housing development program, serving the legitimate needs of the people" - Mr. Bui Xuan Cuong emphasized.


According to Mr. Bui Xuan Cuong, the project at No. 4 Phan Chu Trinh not only helps Ho Chi Minh City achieve the target of developing social housing, but also directly serves the resettlement of more than 1,030 households that have to be relocated out of a total of more than 2,000 households affected by the Xuyen Tam canal project. Households that are not eligible for land allocation or resettlement apartments will be considered for allocation in this project.
In addition, the project also contributes to completing the regional infrastructure according to the plan, synchronizing with the project of renovation, site clearance, infrastructure construction and cost refund mechanism for investors.
