The document clearly stated that the joint venture of Tay Bac Investment Company Limited, Region 4 - Tay Bac Investment Group Joint Stock Company issued an official dispatch dated July 2, 2025 on the proposal to add to the social housing development plan for the 2021-2025 period the land lot marked NCT in the project: Ninh Khanh New Urban Area in Nenh Ward, Bac Ninh Province.
Vice Chairman of the People's Committee of Bac Ninh province Pham Van Thinh has the following opinion: The proposal of the enterprise is not in accordance with the detailed construction planning and housing development plan, so there is no basis for consideration and resolution.
According to the reporter's investigation, the Ninh Khanh new urban area project was approved by the People's Committee of Bac Giang province (old) in April 2021 with an area of 9.86 ha (100% agricultural land).
The project is invested by a joint venture of Tay Bac Investment Company Limited, Region 4 (Bac Giang) and Tay Bac Investment Group Joint Stock Company (Hanoi City); the total investment is nearly 338 billion VND.
After completion, the project will provide 329 plots of residential land and houses with completed rough construction, meeting the housing needs of about 2,200 people.
According to Decision No. 338/QD-TTg of the Prime Minister approving the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030", in the period of 2022-2030, Bac Ninh province is assigned to invest in the construction of at least more than 135,000 apartments for workers and low-income people (of which the old Bac Ninh province has 72,200 apartments; the old Bac Giang province has 74,900 apartments).
According to the Department of Construction of Bac Ninh province, there have been 71 social housing projects in the province with a total land area of about 255 hectares. When completed, the projects will meet about 9.12 million m2 of floor space with about 102,390 apartments.
Of these, 26 projects have been completed, 5 projects have been partially completed with a total of 20,726 apartments. The remaining 45 projects are being implemented; organizing compensation and site clearance for investment and construction.
