284-hectare new urban area in Ho Chi Minh City bids to select investors

Ho Chi Minh City organizes a bidding to select investors for a new urban area of more than 284 hectares in Phu An ward, formerly Binh Duong province.

The Ho Chi Minh City People's Committee has just issued an official dispatch to implement Resolution No. 400/NQ-HDND of the City People's Council on promulgating the list of land plots to be bid to select investors to implement projects using land in the area in 2025 (phase 1).

Ho Chi Minh City organizes a bidding for the new urban development area - Area No. 6 in Phu An ward (formerly in Binh Duong province) with an area of 284.28 hectares.

In addition, Ho Chi Minh City also bids for 3 land plots in Chau Pha commune (formerly Ba Ria - Vung Tau province), including: Industrial waste recycling and hazardous waste treatment plant project (3.75 ha); steel waste treatment and recycling plant project and auxiliary industry (2 ha); industrial waste recycling and hazardous waste recycling plant project (3.86 ha).

The bidding period for these projects is 180 days.

The Chairman of the Ho Chi Minh City People's Committee assigned the Department of Finance to announce the list of land plots as a basis for competent authorities or investors to prepare documents to propose investment approval and project proposal documents according to the provisions of the law on land, investment and bidding.

Phu An Ward People's Committee is assigned to study and propose the preparation of an investment policy approval dossier for Area No. 6 based on the provisions of Decree No. 31/2021/ND-CP (amended and supplemented by Decree 239/2025/ND-CP).

For 3 land plots in Chau Pha commune, the Department of Agriculture and Environment is assigned to study and prepare project proposals according to the provisions of Decree No. 115/2024/ND-CP.

At the same time, the Department of Agriculture and Environment coordinates with the People's Committee of Phu An Ward to review, inspect and strictly manage land funds, ensuring transparent bidding in accordance with regulations, especially for areas subject to State land acquisition for socio-economic development for national and public interests.

In case within the project scope there is land managed by state agencies and organizations, the Ho Chi Minh City People's Committee requires the recovery and organization of investor bidding for the entire land plot.

The City People's Committee also assigned the Department of Finance, the Department of Construction, the Department of Agriculture and Environment, the People's Committee of Phu An Ward and the People's Committee of Chau Pha Commune to coordinate in implementing the procedures for bidding to select investors to implement the project in accordance with legal regulations, ensuring effective land use.
