According to Lao Dong's records in January 2025, the apartment complex consists of 2 rows, one row of 5 floors and one row of 4 floors, nestled among luxurious villas right next to Ly Nam De Street, Group 3, Tan Thinh Ward, Hoa Binh City.
Currently, both rows of houses have warning signs that they do not meet level 3 safety standards according to construction standards.
Standing at the 4-storey building, one can easily see the serious deterioration. The concrete pillars are peeling off, exposing the steel outside, the iron and steel corridor railings are rusty, the walls are cracked and rotten, posing many potential safety risks for the households living here.
According to local residents, this residential area was built more than 40 years ago. Currently, there are more than 100 households living here.
Living on the 4th floor for nearly 30 years, Ms. Le Thi Hanh (67 years old) said: “Most of the households here have lived for over 30 years. After decades of use, the apartments have all deteriorated and cracked. The households have to renovate and reinforce themselves to continue living.”
According to Ms. Hanh, all three generations of her family live in a cramped apartment of only a few dozen square meters. Because of the financial difficulties, they cannot afford to find a new place to live, so they have to accept living here.
“My family’s apartment is currently damaged in many places. During the storm in September 2024, rainwater seeped through the ceiling and caused leaks, forcing the whole family to evacuate,” said Ms. Hanh.
Similarly, Ms. Truong Thi Nguyet (65 years old) living on the 3rd floor also lives in fear of losing her safety every time there is a storm. Ms. Nguyet’s family consists of 3 generations living here.
"Many times, the households here have been invited to meetings by the government about moving out of the row of houses, but there is no plan for support or compensation. People want to be supported with a new place to live so they can move out of here soon," Ms. Nguyet shared.
According to the investigation of the reporter, the degraded apartment complex in group 3, Tan Thinh ward is the A8 and A9 blocks belonging to Song Da Garment Export Joint Stock Company, currently located in the commercial housing project invested by Sao Vang Investment Development and Construction Joint Stock Company. However, the two blocks of houses above have not yet been cleared.
Regarding this issue, speaking with reporters, Mr. Luu Hoai Thanh - Vice Chairman of Tan Thinh Ward People's Committee said: "The site clearance work encountered many difficulties because households did not cooperate in inventorying assets. The reason is that Song Da Garment Export Joint Stock Company has been lax in management for a long time, allowing the situation of buying, selling, and using houses that were not assigned to the right subjects (42 households). Song Da Garment Export Joint Stock Company is suing to reclaim the assets".
According to Mr. Thanh, the Ward People's Committee has gone to the area many times to record the current status of the apartments to have a plan to support the people and send it to the investor and relevant agencies. Up to now, everything is still pending processing.
