Vice Chairman of Hanoi People's Committee Duong Duc Tuan has just signed a decision to issue a price framework for renting social housing invested in and built without public investment capital or trade union financial resources in the city.
This rental price framework does not apply to the following cases: Social housing used as a worker accommodation in industrial parks; social housing invested from state capital for the People's Armed Forces (if any); between the parties renting and leasing social housing have agreed on rental prices.
Accordingly, the social housing rental price framework applied from April 14 is as follows:
- Houses with less than or equal to 10 floors, the minimum rental price is 48,000 VND and the maximum rental price is 96,000 VND/m2 of floor space/month.
- Houses with 11 to 20 floors, the minimum rental price is 55,000 VND and the maximum rental price is 110,000 VND/m2 of floor space/month.
- Houses with 21 to 30 floors, the minimum rental price is 75,000 VND and the maximum rental price is 150,000 VND/m2 of floor space/month.
- A house with more than 30 floors, the minimum rental price is 99,000 VND and the maximum rental price is 198,000 VND/m2 of floor space/month.
The price range does not include: Value Added Tax; construction maintenance costs; management and operation service prices; costs for purchasing furniture and household appliances for rent in social housing; funding for fire and explosion insurance, parking costs, fuel use costs, energy, domestic water, television services, communications, remuneration for the Social Housing Management Board and other service costs for private use of owners and users of social housing.
This price bracket is the basis for reference subjects to apply and agree on rent for social houses invested and built not equal to public investment, trade union finance, and enjoy support and incentives in accordance with housing law in Hanoi City. In case of dispute on social housing rental prices, between the lessees and temporary rental partners in the service price bracket are prescribed until the dispute is completed.
The City People's Committee assigned the Department of Construction to guide and monitor the implementation of the rental price framework for social housing invested in construction without public investment capital, trade union financial resources according to this regulation and current regulations of relevant law.
When there are changes in the State's policy mechanism or fluctuations in market prices increase or decrease, leading to the rental price framework for social housing invested in construction without public investment capital, the financial resources of trade unions specified in this regulation are no longer suitable, the Department of Construction shall preside over and coordinate with the Department of Finance and relevant units to advise the City People's Committee to consider and adjust.
