According to the 2025 land use plan approved by the Hanoi People's Committee, Long Bien district has 2 social housing construction projects. Including Thuong Thanh social housing area with an area of over 6 hectares.
The Thuong Thanh social housing project has a scale of 3 CT1, CT2, CT3 apartment buildings with 22 floors and 44 townhouses, invested by a joint venture of Him Lam Capital Joint Stock Company and BIC Vietnam Joint Stock Company.
Of which, CT1 building with the commercial name Rice City Thuong Thanh has an area of over 0.5 hectares; the remaining CT2, CT3 buildings and townhouses have an area of nearly 5.4 hectares.
Rice City Thuong Thanh was officially licensed by the Department of Construction on November 28, 2024 to the Joint Venture of Him Lam Capital Joint Stock Company and BIC Vietnam Joint Stock Company to implement the CT1 high-rise apartment construction project under the Thuong Thanh Social Housing Project and connect regional infrastructure, Long Bien District.
According to the decision to adjust the detailed planning at a scale of 1/500, Rice City Thuong Thanh will provide about 600 apartments, with a population of nearly 1,700 people, including 22 upper floors, an attic and three basements. The construction density is about 64%, the land use coefficient is 12.4 times.
BIC Vietnam said that the project is constructing foundation infrastructure, when eligible to receive documents to buy social housing, it will be announced on the website and the Department of Construction.






In the 2021-2024 period, Hanoi has completed 13 social housing projects (10 projects have been fully completed and 3 projects have been partially completed), with 11,334 apartments. From now until 2030, Hanoi must complete 44,866 more units, and in 2025 alone, 4,670 units will be completed.
According to the report of the Hanoi People's Committee, it is expected that in 2025, 9 more projects with 4,866 apartments will be completed, striving to achieve the target assigned by the Prime Minister.
