From August 1, 2024, when the new Land Law and the new Decree of the Government come into effect, some provisions are different from the previous regulations. To comply with the new Land Law, cadastral officers, People's Committees of communes and specialized departments must redo all documents from the beginning, which takes time.
Meanwhile, people's land is transferred, bought, sold, inherited, and transferred to many other users. The authorities have difficulty and confusion in determining the origin and applying land prices.
The time it took for Kon Tum City authorities to solicit public opinions when publicizing the draft compensation plan also caused the time to be extended. Meanwhile, the capacity of the consulting units is still limited, so the implementation progress is slow.
In 2024, the City People's Committee will implement 30 projects. However, procedures related to land, asset inventory, unit prices, compensation, and support amounts according to the law require time for officials and civil servants to go to the grassroots level to verify and determine correctly.
Mr. Nguyen Thanh Man - Chairman of Kon Tum City People's Committee said: "Currently, the legal regulations on compensation and site clearance are related to many sectors and fields, and the content is not consistent between sectors and documents, so it is difficult to apply. This has delayed and prolonged the project implementation time."
Currently, Kon Tum City People's Committee is trying to determine land prices to make decisions on compensation and site clearance so that the project can be constructed soon, avoiding delays that lead to capital repayment.
Key projects need clean land funds such as: Project on Exploiting land fund to develop infrastructure of the Northern residential area of Kon Tum city; Embankment to prevent landslides on Dak Bla river through Plei Don and Kon Ro Bang villages; Urban beautification, creating land fund to implement urban complex planning in Quang Trung ward; 220 KV Bo Y - Kon Tum power line, Kon Tum city area...
Currently, the city government has approved specific land prices for 13 projects implemented in the area.
According to statistics, the total area of land recovered for projects in Kon Tum City is 1,051 hectares, the number of households and organizations affected is 3,811 cases. Many cases do not agree with the compensation and support prices of the State because they think the prices are low, so they have filed complaints and petitions.
