The Lao Cai - Hanoi - Hai Phong railway line was approved by the National Assembly in Resolution 187, with a total length of about 391km of main route and 28km of branch route, passing through six provinces and cities.
The route is designed with a scale of 1,435mm, a maximum speed of 160km/h on the main axis, 120km/h in the Hanoi area and 80km/h in the remaining sections.
The total preliminary investment is more than 203,000 billion VND (equivalent to 8.37 billion USD), implemented in 2 phases, of which phase 1 is to invest in a single road and site clearance according to the scale of a double road.

For the route through Lao Cai, which is more than 143km long, the total area of pre-feasibility land acquisition is about 1,397 hectares, involving 6,694 households.
The Lao Cai - Coc San Construction Investment Project Management Board said that by the end of November, the entire construction site had been handed over to the Railway Project Management Board to level and build infrastructure systems for the event.
This area is 6.8ha wide, belonging to Dong Pho Moi Industrial Park; of which 6.27ha was handed over before November 27.
Recorded on December 6, in Dong Pho Moi Industrial Park, a large area has been fenced off to prepare for the groundbreaking ceremony of the railway project on December 19.



Component project 1 on infrastructure investment connecting stations and station squares of the railway line was approved by the Ministry of Construction on November 7 with a total amount of more than VND 3,347 billion.
According to the plan, the groundbreaking ceremony will be held simultaneously at five locations including Lao Cai, Phu Tho, Bac Hong, Luong Tai and Hai Duong Nam; in which the central bridge point will be at Lao Cai station.
In Lao Cai ward, immediately after receiving the deposit documents, the Lao Cai - Coc San Construction Investment Project Management Board coordinated to organize statistics and count households and production facilities within the affected area.


Chairman of Lao Cai Ward People's Committee Nguyen Van Nhat said that the items are being implemented simultaneously, from determining resettlement locations, making compensation plans to approving and paying funds.
Some units in Dong Pho Moi Industrial Park are still stuck with property unit prices, the ward has hired consulting units to count, evaluate and complete the documents.
During the process of completing the site, production facilities in the area that must be relocated are being inventoried and support plans are being prepared according to regulations.


Through research, the resettlement infrastructure in Bac Lao Cai includes 22 areas, of which 6 areas have cleared land, 4 areas are under construction and 12 areas are preparing for investment, expected to start construction from December to the first quarter of 2026.
The southern area has 16 resettlement areas, many of which have selected contractors and are ready to be deployed in December.
According to the updated documents in the feasibility report step, the number of resettlement areas is expected to decrease to 38. To date, the entire route has completed the measurement of 143.29km, counting 1,414 households, and issuing land reclamation notices to 577 households.

At a recent meeting, Lao Cai Provincial Party Secretary Trinh Viet Hung requested the Steering Committee and related units to ensure full conditions on site, security, order, and traffic safety; at the same time, update daily progress and immediately handle arising issues.
The People's Committee of Lao Cai province requested the Railway Project Management Board to promptly hand over complete technical documents and site clearance milestones so that the locality can be proactive in compensation, support and resettlement.
