According to the plan, the province aims to complete the review, statistics, and classification of all cases of land use but have not registered or have not been granted land use right certificates before June 30, 2026. The first land registration and granting of land use right certificates to eligible cases must be completed before December 31, 2026, and the cadastral records and land database must be completed.
The People's Committees at the commune level are assigned to compile statistics on all backlog records, classifying them into groups specified in Articles 137, 138, 139, 140 of the 2024 Land Law and other groups. After classification, the grassroots government clearly determines the cases that are eligible and do not meet the conditions for granting QSDDCN; the documents that do not meet the conditions must be notified in writing and made public at the headquarters of the People's Committee at the commune level.
The commune level is also responsible for propagating and guiding people to prepare documents; appraise, register and issue land use right certificates according to regulations. The Branch of the Land Registration Office will update land records and land data after issuing the certificate.
The plan requires allocating sufficient funds for measuring, adjusting land records and regularly integrating them into the land database. The People's Committee at the commune/ward level must develop an implementation plan, establish a steering committee, and increase the mobilization of people to declare; The Chairman of the People's Committee at the commune level is responsible to the Provincial People's Committee and the Provincial People's Council if there is a delay or a negative incident.
The Department of Agriculture and Environment is assigned to preside over inspection, urging, guiding, and promptly advising on removing obstacles beyond its authority; directing the Land Registration Office to coordinate in updating cadastral records. The Provincial Tax Department has determined and issued timely notices of financial obligations to land users, contributing to shortening the time for issuing certificates.
The Department of Finance appraises and advises on measurement costs; the Department of Justice guides regulations related to inheritance, donation, and division of assets; the Department of Construction guides procedures in real estate projects and provides planning information. Nghe An newspaper and station coordinate to disseminate land laws, raising people's awareness.
Land users must proactively prepare a registration file for the entire plot of land under management and use. The People's Committee at the commune level reports the progress quarterly to the Department of Agriculture and Environment; The Department synthesizes and reports to the Provincial People's Committee periodically every 6 months and annually.
