Ho Chi Minh City residents can now complete land and housing procedures by phone

Ho Chi Minh City - People have been able to complete real estate procedures completely online, reducing hassle, not having to travel many times and shortening the implementation time.

Ho Chi Minh City Branch of Land Registration Office No. 2 has issued a notice for people to complete procedures related to real estate that can be done online on a full process.

Accordingly, Branch of Land Registration Office No. 2 (under Ho Chi Minh City Land Registration Office) has implemented the procedure for registering assurance measures for land mortgage registration dossiers, applied to certificates (pink books) that already have valid QR codes on the National Public Service Portal (https://dichvucong.gov.vn) online.

Regarding transaction registration dossiers, people can choose three forms to do it, one is to submit online for the entire process, two is to submit online for a part and three is to submit directly at Branch of Land Registration Office No. 2.

If choosing the full online application form, people do not need to go to the branch to work, but can operate completely online on a computer or phone.

For the form of partial online submission, people only need to go to fill out the application once to receive the results.

Meanwhile, for the direct form, people have to go back and forth twice, once when submitting documents and then when taking the results.

However, in all three forms, the dossier processing time only takes 8 hours.

Dossiers of real estate changes such as: buying and selling, gifting, inheritance, updating assets on the pink book...people can also sit at home and operate on their phones to submit dossiers online without having to go to functional agencies.At that time, people submit dossiers from the National Public Service Portal.After successful submission, the system will return the one-stop dossier receipt code.

Regulations stipulate that within 2 to 3 hours from the time people submit dossiers, the one-stop-shop department must check and receive dossiers. If the dossier is valid, then receive the dossier at one-stop-shop, print the receipt and put it into the dossier and transfer it to the land information system software (VBDLIS) for processing. If the dossier is not valid, then refuse, enter the content of refusal.

The department handling dossiers on real estate will check whether the dossiers are prevented, whether there are disputes or not... then will make changes on the software, print drafts, make reports, receipts, tax transfer slips and print pink books to transfer to leaders for approval, send tax transfer slips to determine financial obligations to tax authorities.

The tax sector will have text messages via phone for people about the amount of tax and fee to be paid or there are cases of exemption. After people pay taxes, they will bring the payment receipt to pay and accompany it with the original pink book to submit to the Branch to register changes on the pink book, waiting for a day later to receive the result that the pink book has updated information on changes.

For this approach, people only have to go back and forth once, which is when they come to receive the results for the case of issuing a new pink book and go twice with the updated changes in the old pink book.

A recent report from the Ho Chi Minh City Department of Agriculture and Environment said that in 2026, the Department of Agriculture and Environment has issued a plan to implement Resolution No. 214 of the Government on promoting data creation to serve comprehensive digital transformation.

Accordingly, building and synchronously deploying a system architecture, a common platform for units under the department, ensuring connection, intercommunication, and smooth and continuous data sharing to serve comprehensive digital transformation.

In 2025, the Department of Agriculture and Environment completed the review, enrichment, and cleaning of over 3.8 million land records, verified more than 4.9 million population information records, and synchronized 100% of data to the national database.

The entire Ho Chi Minh City Land Registration Office system focuses all resources on digitizing data entry, adjusting and supplementing information on land records under management, as well as maintaining regular inspection and urging, promptly removing obstacles.
