The Prime Minister issued Directive 19/CT-TTg on strengthening fire prevention and fighting (PCCC) for multi-storey houses, multi-apartment houses, individual houses combined with production and business.
The content of the Directive clearly states that after March 30, 2025, individual houses combined with business (including rental houses) that do not complete the implementation of fire safety solutions will have to stop operations until they are completed.
For individual houses combined with production and business, fire safety conditions are currently stipulated in Article 7 of Decree 136/2020/ND-CP, as follows:
1. Households must ensure fire prevention and fighting safety conditions according to the provisions of Clause 1, Article 17 of the Law on Fire Prevention and Fighting - Regulations on appraisal of fire prevention and fighting designs.
2. Households living together in production and business must ensure the following fire safety conditions:
a) Conditions as prescribed in Clause 1 of this Article;
b) Having internal regulations on fire prevention and fighting, on the use of electricity, fire and flammable and explosive substances in accordance with standards and technical standards on fire prevention and fighting or according to regulations of the Ministry of Public Security;
c) Have solutions to escape, prevent fire from spreading, and prevent smoke between the living area and the production and business area.
3. Fire prevention and fighting safety conditions specified in Clauses 1 and 2 of this Article must be implemented and maintained by household owners throughout the operation process.
4. Households specified in Clause 2 of this Article that have been granted a Certificate of Business Registration must ensure fire safety conditions corresponding to the type of facility as prescribed in Article 5 of Decree 136/2020/ND-CP.
Thus, individual homeowners combined with production and business must ensure fire prevention and fighting conditions according to the above regulations to be able to continue operating.
The Prime Minister's Directive 19/CT-TTg mentioned the fire in a house combining production and business, which occurred on June 16, 2024 on Dinh Cong Street (Hoang Mai, Hanoi) that killed 4 people.

In the above incident, the reporter recorded at the scene that the burnt house was designed with a tube, three sides adjacent to the 4-storey house for rent, the 4- and 5-storey house. The entire first floor is used for construction materials and electrical and water equipment.
The 2-3rd floor is a warehouse. The 4-5th floor has a bedroom, with a ventilated balcony in front. The 6th floor is the kitchen and dining room, with closed glass in the front.
The first half of the attic is fenced off as a drying yard, the roof is equipped with solar panels; the second half is a worship room, with an entrance to the top, where the star system is located.
The house has a staircase, but is full of goods, traveling between floors is mainly an elevator. In front, from the 1st to 3rd floors, the homeowner hung a full sign advertising business items.
