The Prime Minister issued Directive 19/CT-TTg on strengthening fire prevention and fighting (PCCC) for multi-storey houses, multi-apartment houses, individual houses combined with production and business.
The content of the Directive clearly states that after March 30, 2025, mini apartments, houses combined with business, and boarding houses that do not complete the implementation of fire safety solutions will have to stop operations until they are completed.
For multi-storey houses, multi-apartment houses ( mini apartments), fire safety conditions are currently regulated in Article 5 of Decree 136/2020/ND-CP, as follows:
5 floors or more or with a volume of 5,000m3 or more
1. Having regulations, prohibition signs, signs, diagrams or signs guiding fire prevention and fighting, escape in accordance with fire prevention and fighting standards or regulations of the Ministry of Public Security;
2. Having a grassroots fire fighting force, specialized in the corresponding type of facility, trained in fire fighting and organized to be ready to fight fires to meet on-site fire fighting requirements according to regulations;
3. Having a fire fighting plan approved by competent authorities;
4. Electrical systems, lightning protection, static power, electrical equipment, generators, heat generators, the use of fire sources and heat sources must ensure fire safety against fire fighting in accordance with fire fighting standards and regulations or according to the regulations of the Ministry of Public Security;
5. There is a transportation system, water supply, communication for fire fighting, a database management system on fire prevention and fighting and incident reporting, a fire alarm, fire prevention, smoke prevention, escape system, other fire prevention and fighting equipment, rescue equipment to ensure quantity and quality in accordance with fire prevention and fighting standards or according to the regulations of the Ministry of Public Security;
6. Having a Certificate of design approval and a design approval document (if any) and a document approving the fire prevention and fighting acceptance results of the Fire Prevention and Fighting Police Agency for projects and works on the list specified in Appendix V issued with Decree 136/2020/ND-CP, except for defense facilities operating for military purposes and motor vehicles with special requirements on ensuring fire prevention and fighting safety manufactured or converted by specialized defense facilities for military operations.
Under 5 floors or with a volume of under 5,000m3
1. Including the conditions specified in Sections 1, 3, 4 above; In case the facility is on the list specified in Appendix V of Decree 136/2020/ND-CP, it must have a Certificate of design approval and a design approval document (if any) and a document approving the results of fire prevention and fighting acceptance;
2. Having a traffic system, water supply, communication for fire fighting, fire alarm, fire prevention, fire prevention, smoke prevention, escape, other fire prevention and fighting equipment, rescue equipment to ensure quantity and quality in accordance with fire prevention and fighting standards and technical regulations or according to the regulations of the Ministry of Public Security;
3. There are regulations and assignment of responsibilities and tasks for fire prevention and fighting. Firefighting personnel must be trained and fostered in firefighting skills according to the provisions of Article 33 of Decree 136/2020/ND-CP.
Thus, if after March 30, 2025, mini apartments that do not meet the above fire safety conditions will have to stop operating.

Decree 136/2020 also stipulates that fire safety conditions must be implemented by heads of agencies, organizations and establishments before being put into operation and maintained throughout the operation process.
The establishments that have ensured the above fire prevention and fighting conditions must implement the following contents:
Using electrical equipment, generating heat, heat sources, heat sources must ensure fire prevention and fighting safety;
Electing people to join the grassroots fire prevention team;
Coordinate with the head of the facility to implement and maintain fire safety conditions within its management scope.
