According to the decision, the subjects considered for approval belong to many groups according to the provisions of the 2023 Housing Law, in which they are mainly cadres, civil servants, public employees and low-income workers who do not have stable housing conditions. In the group of civil servants, there are many people working in the field of education and state agencies such as teachers, school accountants, and commune-level civil servants.
The majority are unskilled workers such as garment workers, warehouse workers, electricity operators, sales staff, environmental sanitation workers and freelancers. These are those who have jobs but have limited incomes and face many difficulties in accessing commercial housing as land prices increase.
Those who meet the conditions will be notified by the social housing management unit to complete the procedures for signing a lease contract. Sharing the joy of being considered for rent, Ms. Tran Thi T., a teacher, said: "I have worked for many years but my income is not high, buying a house is almost beyond my ability. When I received the information that I am eligible to rent a social housing, I was very touched. Having a stable place to live helps me feel secure in teaching and taking better care of my family.
Mr. Nguyen Van H., a worker at the enterprise, shared: "Previously, I had to rent a cramped room, and the cost was high. Now that there is news that I can rent social housing at a reasonable price, with better living conditions, I am very happy. This is a motivation for me to try to work and stick with the job for a long time.
Many workers in difficult circumstances did not think they would have the opportunity to live in spacious apartments; when they knew their names were on the list, they were very happy. This is truly practical support for workers.
According to local authorities, the development of social housing is aimed at meeting the housing needs of disadvantaged groups, especially cadres, civil servants, young public employees and low-income workers. Reality shows that many people, despite having stable jobs, still cannot access commercial housing, making the need for social housing increasingly urgent.
Therefore, social housing projects play an important role in ensuring social security, helping workers stabilize their lives, feel secure in their work and be attached to the locality for a long time.
In 2025, the People's Committee of Quang Ngai province issued Decision No. 303/QD-UBND approving the conversion of the function of resettlement housing belonging to public assets to social housing.
This block of houses is located in the urban area south of Dak Bla bridge, including 9 floors with a total floor area of more than 8,856m2, arranged with 96 apartments with areas from 49m2 to 70m2 along with auxiliary items. After conversion, the entire housing fund will be public assets and put into use in the form of rent, contributing to meeting the increasing housing needs of people.
