The Ministry of Construction received a petition from voters in Ho Chi Minh City transferred by the National Assembly's Committee for Petitions and Supervision according to Official Dispatch No. 498/UBDNGS16 dated June 12, 2026.
According to the content of the petition, voters reflected that the current demand for social housing (NƠXH) of people, especially workers, low-income people and young families, is very large. However, reality shows that access to social housing is still difficult, such as limited supply, selling prices and rents still exceeding the capacity of many people, and complicated application procedures.
Voters proposed to continue to accelerate the progress of social housing development, ensuring that the right people have access to it and it is suitable for the financial capacity of workers. At the same time, pay more attention to preferential loan support policies, worker accommodation and strengthen inspection to avoid speculation or improper use of social housing.
After research, the Ministry of Construction has the following opinions:
Faced with the increasing demand for social housing, in order to cut administrative procedures and accelerate the investment and construction progress of social housing projects, on May 29, 2025, the National Assembly issued Resolution No. 201/2025/QH15 piloting a number of specific mechanisms and policies for social housing development. At the same time, to institutionalize specific new policies issued in Resolution No. 201/2025/QH15, the Government issued Decree No. 192/2025/ND-CP dated July 1, 2025 detailing and implementing measures for Resolution No. 201/2025/QH15.
According to the Ministry of Construction, basically, legal documents related to social housing development policies have been fully and openly issued, creating conditions for relevant subjects to implement, especially simplifying administrative procedures.
Regarding policies for people with low average income, new regulations have raised the income condition for subjects entitled to social housing support policies to the average monthly actual income level. Accordingly, if the applicant is a non-married person or is confirmed to be single, the average monthly actual income does not exceed 25 million; If the applicant is married according to the provisions of law, the applicant and his wife (husband) have a total average monthly actual income of no more than 50 million VND...
At the same time, assigning the Provincial People's Committee to base on the conditions and income levels of each area in the area, preferential housing policies for cadres, civil servants, public employees, and the number of dependents, the Provincial People's Committee is allowed to decide on the adjustment coefficient of the above-mentioned income level but not exceeding the ratio between average per capita income in the locality and average per capita income of the whole country; decide on policies to encourage access to social housing for subjects entitled to social housing support policies with three or more dependents in the same household.
Regarding the implementation of the Project of 1 million social housing apartments nationwide, accumulated to date, the whole country has 875 social housing projects being implemented with a scale of 771,971 units, of which: 289 projects completed, scale of 197,319 units; 270 projects have started construction, are being implemented with a scale of 269,409 units; 316 projects have been approved for investment policy, scale of 305,243 units. Accordingly, the number of projects completed, started, and approved for investment policy by 2026 reached 77% compared to the target set out in the Project of 1 million social housing apartments.
According to a report by the State Bank of Vietnam as of January 31, 2026, banks have committed to lend nearly 20,500 billion VND, the disbursement volume of the Program reached 8,293.7 billion VND (an increase of 693.5 billion VND compared to the end of 2025), including: 6,934.2 billion VND for investors in 49 projects; 1,359.5 billion VND for homebuyers in 35 projects; outstanding debt of the Program reached 6,602.9 billion VND including 5,337.4 billion VND for investors and 1,265.5 billion VND for homebuyers. Disbursement volume for lending to young people under 35 years old to buy social housing reached about 252.7 billion VND, outstanding debt reached 239.1 billion VND.
The Ministry of Construction would like to acknowledge the voters' recommendations to continue reviewing and completing the system of legal documents in the coming time, including content related to social housing, ensuring the right subjects to access, suitable to the financial capacity of workers, and at the same time continue to study preferential loan support policies to develop social housing.
