Improved commercial housing supply
The real estate market in the first quarter of 2025 has clearly recovered and developed positively with many housing projects nationwide. The number of projects licensed, completed and eligible to sell future built houses increased sharply compared to the same period last year.
The Ministry of Construction said that in the first quarter of this year, the total number of newly licensed commercial housing projects reached 26 projects with a scale of about 15,780 units, an increase of 36% compared to the first quarter of 2024 and 44%, compared to the fourth quarter of 2024.
The projects are mainly concentrated in the North with 15 projects, the Central region has 7 projects, while the South has 4 projects. In addition, there are 14 completed commercial housing projects with a total of nearly 3,813 units, an increase of 40% over the same period last year.
Notably, the number of projects eligible to sell future housing also recorded remarkable growth with 59 projects and a scale of about 19,760 units, 55% higher than the same period last year. At the same time, nearly 1,000 commercial housing projects with a scale of nearly 400,000 apartments are still in the construction phase, creating an abundant supply to meet market demand.
Social housing records significant progress
In parallel with the development of commercial housing, the social housing sector for low-income people and industrial park workers has also made significant progress.
In the first quarter of 2025, 19 social housing projects nationwide have been completed and licensed for construction with a scale of more than 16,800 units, of which 11 projects have been completed with 4,155 units and 8 new projects have been licensed and started with more than 12,650 units. This is part of the program to implement the 1 million social housing apartments project for the period 2021-2030, helping to improve the living conditions of many low-income families.

In addition, investment projects to build infrastructure for land use rights transfer have also maintained a positive pace. In the first quarter of 2025, 17 infrastructure projects were completed with about 4,414 plots, reaching nearly 81% over the same period in 2024. The number of projects under construction and newly licensed also reached 490 projects and 11 projects, respectively, with a scale of tens of thousands of plots, creating conditions for people to build freely housing according to their needs.
Overall, the real estate market in the first quarter of 2025 had a breakthrough in supply, while increasing successful transactions.
The report of the Ministry of Construction shows that many localities have taken positive steps in removing difficulties, promoting project progress and implementing policies to ensure sustainable, transparent and stable development of the market.
This is a positive signal after a period of time when the market was greatly affected by global economic fluctuations and geopolitical factors. The strong increase in the number of commercial and social housing projects along with appropriate management solutions is expected to create a solid foundation for the real estate market to develop stably in the following quarters of 2025.
