The project worth over VND860 billion has been "shelved" for more than 10 years
According to the investigation of Lao Dong Newspaper, the Ninh Binh Province Concentrated Student hostel Project (abbreviated as the Project) was approved by the Provincial People's Committee in Decision No. 1015/QD-UBND dated September 4, 2009. The project has started construction to accommodate more than 7,600 students of colleges and universities in Ninh Binh province. The project is invested in construction on an area of 11.29 hectares, with 4 rows of 5-storey houses and other auxiliary works in Ninh Binh City (now Hoa Lu City).
The project is invested by the Department of Construction of Ninh Binh province with a total investment of over 860 billion VND, of which 835 billion VND is used for government bonds, the rest is the local budget. The project will be completed in 2013.
Immediately after the People's Committee of Ninh Binh province decided to approve, the investor quickly embarked on the construction of the project. However, by the end of 2013, the Government bond capital stopped not granting the project, and at the same time, implementing the Prime Minister's Directive and the direction of the People's Committee of Ninh Binh Province on controlling outstanding debts in basic construction, so this project must stop deploying to wait for capital allocation.
According to Lao Dong reporter, the contractor has basically completed the rough construction of 4 5-storey buildings (A, B, C, D); basically finished the placement of 2 buildings A, D and 2/3 of house B. In the project premises, weeds are growing wildly, moss covers the walls of all 4 buildings, many items have been completed but due to being abandoned for many years, they have seriously degraded...
Efforts to remove difficulties to restart the Project in 2025
Talking to reporters of Lao Dong Newspaper, Mr. Chu Duc Long - Director of the Department of Construction of Ninh Binh province - said that the Department has developed a plan and implementation results to remove and resolve difficulties and obstacles in the Project (phase I).
Accordingly, the Department of Construction proposes the plan that is expected to continue using 2 blocks A and D as a dormitory to serve the needs of students, students and supplement functions at official duties for lecturers, teachers, leasing for civil servants, officials, employees, employees of agencies, units and businesses that are subject to investment attraction in Ninh Binh province.
Using 2 blocks B and C to serve medical purposes (medical examination and treatment facilities, patient treatment).The remaining land (6.79ha) assigned Hoa Lu City People's Committee to manage and organize the implementation in accordance with the plan.
Recently, the Standing Committee of the Ninh Binh Provincial Party Committee held a conference to discuss and give opinions on a number of important contents that need to focus on leadership, direction and implementation in the coming time, including the content on removing difficulties to restart the Project (phase I).
The Standing Committee of Ninh Binh Provincial Party Committee discussed and basically agreed with the plan to solve the difficulties and problems of the project to build a concentrated student dormitory in Ninh Binh province, (phase I). The Standing Committee of Ninh Binh Provincial Party Committee assigned the Standing Committee of the Provincial People's Committee to direct the comments at the Conference, soon complete the plan to report to the competent authority to consider and decide to promptly organize the implementation, solve difficulties, soon complete the project, promote the effectiveness of the project and meet the use, in accordance with the requirements of the current reality.
"We are completing documents and plans to work with the Department of Housing and Real Estate Market Management (under the Ministry of Construction) to agree on relevant contents. We are determined and trying to restart the project in 2025," said Mr. Long.
