The supply of social housing and rental housing in Ninh Binh is being expanded in the direction of not only focusing on products for sale but also increasing the rental housing fund, suitable for the financial capacity of workers and low-income people.
According to a report by the Ninh Binh Provincial Department of Construction, currently, there are 14 social housing projects under construction in the province with a total of 14,884 apartments; 20 projects have been approved for investment policy, with about 23,587 apartments. It is expected that in 2026, the whole province will have 3 projects fully completed, providing 1,978 apartments; 7 projects partially completed, providing 2,227 apartments; 7 projects continue to be started.
Along with the development of social housing, Ninh Binh province is focusing on implementing worker accommodation projects. Currently, there are 13 projects in the province with a total scale of 9,258 apartments. Of which, 3 projects have been completed with a total of 1,529 units; 6 projects are being implemented with a total of 6,837 units, expected to complete 4,633 units in 2026 and 4 projects have been approved for investment policy, with 892 units.
Currently, Ninh Binh province has arranged 74 locations to develop social housing and rental housing, with a total area of about 555.6ha, including land fund for independent social housing development, land fund of 20% in commercial housing projects and urban areas. The expected locations proposed by the People's Committees of communes and wards are all near central areas, industrial parks, economic zones and areas with high housing demand.
Mr. Chu Duc Long - Deputy Director of Ninh Binh Department of Construction - said that according to the adjustment of the Ninh Binh Provincial Housing Development Program for the period 2021 - 2030, the demand for social housing in the coming time is very large. It is forecasted that by 2030, the whole province will have a demand of about 71,576 social housing units. Of which, about 47,830 units are for low-income people and those entitled to social housing support policies, about 6,417 units are for the armed forces and about 17,329 worker accommodation units in industrial parks.
Regarding the demand for rental housing, survey results show that by 2030, the whole province has a demand of about 34,192 units, of which the demand for worker accommodation is about 17,329 units.
In addition to implementing rental housing projects, Ninh Binh province is also focusing on reviewing redundant housing and land facilities to continue researching and developing into rental housing. The renovation and conversion of the function of use of these works both contributes to effectively exploiting public offices and creates resources for Ninh Binh province to develop social housing for rent, serving low-income people, workers and laborers who do not have the conditions to buy houses" - Mr. Long said.
