Breakthrough planning with strategic vision
Speaking at the conference, the Prime Minister emphasized the importance of the Ho Chi Minh City Planning, helping the city exploit its potential, promote its competitive advantages and resolve outstanding issues.
The Prime Minister said that the planning demonstrates innovative thinking, long-term vision and great determination to solve the challenges facing Ho Chi Minh City, including traffic congestion, environmental pollution and limited land fund.
The Prime Minister shared: “Our concerns, worries and responsibilities are wrapped up in the planning, so that we can be proud, confident and move forward steadily.”
The planning has provided solutions to overcome shortcomings, while opening up opportunities to attract resources and develop quickly and sustainably.
The Prime Minister requested Ho Chi Minh City to focus on implementing "1 focus, 2 enhancements, 3 pioneering":
One focus: Building mechanisms and policies to mobilize and effectively use all legal resources, from the State, private sector to public-private partnership, domestically and internationally.
Two enhancements: Increase investment in developing high-quality human resources and ensuring social security; at the same time, enhance regional, national and international connectivity through transportation, digital transformation and supply chains.
Three pioneers: Pioneering in developing strategic infrastructure; applying science and technology and digital transformation; developing high-quality human resources and attracting talent.
Turn planning into reality
According to the Prime Minister, the most important thing is to organize and implement effective planning. Planning must be flexibly adjusted to suit the actual situation and development space of the country and region.
The Prime Minister especially emphasized the goal of achieving double-digit economic growth in the coming years, contributing to making Ho Chi Minh City a modern, smart, competitive and internationally integrated city.
To achieve this goal, the Prime Minister requested the city to boldly pilot new mechanisms and policies; promote disbursement of public investment capital, and invest in strategic infrastructure projects.
Some important projects mentioned include the International Financial Center, Can Gio International Transit Port, urban railway network and traffic connection between Long Thanh airport and Tan Son Nhat.
The Prime Minister also emphasized the role of culture and society in sustainable development. Ho Chi Minh City needs to preserve and promote traditional cultural values, ensure social justice and properly resolve social security issues; at the same time, the city must strengthen national defense and security, maintain political stability, and repel risks that affect the country's survival.
Regarding state management, the Prime Minister requested Ho Chi Minh City to promote administrative procedure reform and modernize leadership and management methods from traditional to digital environment.
Along with that, Ho Chi Minh City needs to build a team of qualified and capable officials, especially leaders, to improve the effectiveness of planning implementation.
The Prime Minister also suggested that Ho Chi Minh City build a Planning Exhibition Palace, both to affirm its vision and aspirations and to increase publicity and transparency, helping people and investors understand, support and monitor the implementation.
