Ca Mau - The Provincial People's Council approved the road name and land price list but could not transfer because the minutes were more than 2 years ago, but the Deputy Director of the Department had not signed.

On November 10, the Director of Binh Duong Bac Lieu Investment Investment Company Limited (Binh Duong Company) sent a petition to the Chairman of the People's Committee of Ca Mau province and related units requesting consideration and removal of difficulties.

Mr. Le Chi Ton - Director of Binh Duong Company - said: The Hoa Binh Riverside Urban Area Project has been approved by the People's Council of Ca Mau province for the road name, with a land price list. This means that enterprises are allowed to transfer land use rights. However, when arriving at the Hoa Binh Land Registration Office, this unit did not accept because more than 2 years ago, the Department of Natural Resources and Environment (now the Department of Agriculture and Environment) had not yet issued a qualified notice.

According to the records, in October 2023, the People's Committee of Bac Lieu province (old) issued a document approving Binh Duong Company - the owner of the Hoa Binh Riverside Urban Area project - to transfer land use rights for lots A, B, C, D, E, F according to the approved detailed plan.

For the remaining plots of land in the project, after the investor completes the investment in infrastructure construction according to the approved planning by competent authorities and the investor has a need to transfer, the Department of Natural Resources and Environment is responsible for checking and implementing them in accordance with its authority and the provisions of law.

The document of the People's Committee of Bac Lieu province (old) also stated: Within 60 days, the investor must complete the infrastructure.

On December 12, 2023, the Department of Natural Resources and Environment of Bac Lieu province (old) coordinated with the Department of Construction, the People's Committee of Hoa Binh district (before the merger) and the investor to inspect and record: the current status of infrastructure completion, through coordination with inspection units, the investor was recorded to have completed sidewalks, am power grid systems... In this record, the representative of the Department of Natural Resources and Environment of Bac Lieu province, Mr. Le Van Phuong, did not sign the record.

After having the inspection report, the Department of Natural Resources and Environment of Bac Lieu province (old) did not have any response or instructions related to the transfer or transfer of names to customers.

The time when the People's Committee of Bac Lieu province (old) allowed Binh Duong Company to transfer land use rights for lots from A to F, the enterprise could not do so because the project did not have road names or land prices.

On September 22, 2025, the People's Council of Ca Mau province officially approved a Resolution to add land prices at 244 sections and routes in new urban area projects, residential areas, and commercial areas to the price list of 5-year land types in the period of 2020 - 2024 in Ca Mau province, including the Hoa Binh Riverside Urban Residential Area project.

Thinking that the People's Council had approved the procedures, Mr. Le Chi Ton completed the application for transferring the land use rights to the customer. However, the Hoa Binh Land Registration Office Branch refused on the grounds that: the project did not have a guidance document from the Department of Natural Resources and Environment of Bac Lieu province (old); the status check report of eligibility for the Deputy Director of the Department of Natural Resources and Environment of Bac Lieu province (old) had not signed.

Mr. Le Chi Ton said that the Hoa Binh Land Registration Office Branch's refusal to transfer land use rights to customers for all plots caused great damage to the business.

Regarding this content, on the afternoon of November 10, the leader of the Department of Agriculture and Environment of Ca Mau province said that he had received a petition from Binh Duong Company; the Department re-inspected the process to promptly remove difficulties for businesses.
