Increase 290 billion VND for site clearance
Component project 1 - Coastal Road in Quang Binh has just been approved by the Provincial People's Council to adjust and increase capital by 290 billion VND for site clearance (GPMB), many sections are "interrupted", construction is slow because the site cannot be handed over synchronously.
The coastal route is considered a strategic development axis of the province, connecting economic zones, seaports, airports and border gates, contributing to connecting the East - West corridor, creating a boost for tourism and logistics infrastructure. However, as Lao Dong Newspaper has repeatedly reported, this project has continuously encountered problems in site clearance, causing prolonged progress delays.
As of the end of June 2025, the project has approved compensation plans for 72.8/80km (reaching 91%) and has actually handed over 71.53/80km (reaching 89.4%). However, the site was cut off and not continuously, making it impossible for the contractor to construct continuously.
At the 22nd session (special session) of the 18th term of the People's Council of Quang Binh province on the afternoon of June 26, Mr. Nguyen Xuan Dat - Director of the Department of Finance of Quang Binh said that the main reason is that land prices, resettlement costs and support policies are higher than at the time of project establishment (2021).
In addition, there are problems with ownership, measurement, construction houses, aquaculture farms... causing the compensation and support process to be prolonged. After reviewing the districts, the functional units proposed to increase the total cost of site clearance to 674.8 billion VND, 290 billion VND higher than the previously approved level.
In this situation, the Provincial People's Council agreed to adjust the investment policy, increasing the total investment for Component Project 1 from VND 2,200 billion to VND 2,490 billion (an additional VND 290 billion for site clearance). This is a move that demonstrates the province's political determination to remove key "bottlenecks" and speed up the completion of the entire route in 2025.
Request for final handling
Standing Vice Chairman of the Provincial People's Committee Doan Ngoc Lam emphasized that it is necessary to resolutely handle the site bottlenecks, not to affect the construction progress and investment efficiency of the project.
Mr. Lam requested departments, branches and localities to focus on synchronously implementing solutions, speeding up the construction of resettlement areas; fully arranging land funds for affected households; strengthening propaganda, dialogue, and mobilizing people to create consensus.
In particular, in cases where policies have been fully applied but the handover has not yet been approved, it is necessary to consider applying appropriate measures to support construction according to the provisions of law.
Currently, the packages have been deployed simultaneously. Items such as bridges, culverts, and drainage works on the site have been basically handed over. However, if the remaining 10% of the site is not completely treated, the risk of the entire route being delayed is inevitable.
With the drastic participation of the Provincial People's Committee, the close supervision of the People's Council and the consensus of the people, it is expected that this strategic route will soon be completed on schedule, promote investment efficiency and promote the development of the North Central coastal region.
