According to Decision No. 3380/QD-BNNMT in 2025 of the Ministry of Agriculture and Environment, promulgating administrative procedures for amendments and supplements in the land sector under the management of the Ministry of Natural Resources and Environment, the deadline for settling the issuance of the first red book has been specified more specifically and strictly.
Specifically, in Section 7, Sub-section A, Section 1, Part II of the new Administrative Procedure, the time limit for handling first-time red book application documents is divided into each case as follows:
No more than 17 working days for cases of initial registration of land and assets attached to land.
No more than 20 working days for cases of land registration, assets attached to land and issuance of the first Land Use Rights Certificate. Of which, the time to register land and assets attached to land is 17 working days, while the issuance of a Certificate is limited to 03 working days.
For areas with special conditions, the settlement period is extended to suit the reality:
No more than 27 working days for cases of first-time registration of land and assets attached to land in mountainous communes, islands, remote areas, areas with difficult socio-economic conditions.
No more than 30 working days for cases of land registration, assets attached to land and initial issuance of Land Use Rights Certificates in the above areas.
The above time frames do not include the time to fulfill the financial obligations of the land user, the time for relevant agencies to exchange and verify information, or the time for holidays and Tet holidays according to regulations.
This new regulation helps clarify the responsibility and progress of handling records of land management agencies, while facilitating people, especially those who carry out procedures for granting red books for the first time.
