On the afternoon of June 3, Politburo member and Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee on the draft Resolution of the Government on the scope and subjects of regular expenditure savings in the state budget estimate for 2025.
Also attending the meeting were Politburo members, Party Central Committee members, Deputy Prime Ministers, Government members, leaders of ministries and agencies under the Government.
Previously, Resolution No. 192/2025/QH15 of the National Assembly on supplementing the Socio-Economic Development Plan for 2025 with a growth target of 8% or more; Resolution 01 of 2025 of the Government has required thorough spending savings.
Most recently, the Prime Minister continued to request the Ministry of Finance to urgently and seriously review the plan to save regular expenditures of the state budget in 2025, study the savings of regular expenditures implemented in 2024; on that basis, propose a plan to save regular expenditures of the state budget in 2025, ensure more thorough savings of regular expenditures, and fight waste.

After listening to the report of the Ministry of Finance and the opinions of delegates, in his concluding remarks, Prime Minister Pham Minh Chinh said that from regular expenditure savings in 2024, the Government has allocated about VND6,000 billion to contribute to the goal of eliminating temporary and dilapidated houses nationwide in 2025.
The Prime Minister stated that in 2025, we will continue to save regular spending to reserve more resources for large projects and important tasks; at the same time, encourage the whole country, all levels, sectors and the entire population to practice thrift, contributing to protecting, building and developing the country according to the Party's policy and the latest article "Practice thrift" by General Secretary To Lam.
The Prime Minister assigned the Ministry of Finance to coordinate with the Government Office to continue to complete the draft Resolution to submit to the Government and propose the Government to report to the competent authority for consideration and decision on the use of the use of savings funding, namely expected to supplement the investment of Lao Cai - Hanoi - Hai Phong railway project as planned to start at the end of 2025.
