On March 12, in Hanoi, the Workshop "Social Housing: Accelerating Supply, Ensuring Fair Benefits" was held by the Ministry of Construction and Tien Phong Newspaper.
At the workshop, Deputy Minister of Construction Nguyen Van Sinh said that currently, the whole country is implementing 737 social housing projects with a scale of 701,247 units, equivalent to about 70% of the target of the Project to develop 1 million social housing units.
Of which, 196 projects have been completed with 170,673 units, 220 projects are under construction with 214,948 units, and 321 projects have been approved for investment policy with a scale of 315,626 units.
According to Deputy Minister Nguyen Van Sinh, in 2025 alone, the whole country completed 103,113 apartments, reaching 103% compared to the target of 100,000 units set out. 20 localities completed and exceeded the target, contributing to helping the overall results exceed the plan.
In 2026, the Government assigned the goal of developing 158,700 social housing units, an increase of about 1.5 times compared to 2025. However, the scale of 220 projects being implemented with nearly 250,000 units has exceeded this year's plan.
In February alone, localities started 28 more projects, with a scale of about 20,000 apartments, showing positive signs of the program" - the Deputy Minister said.
To accelerate progress and towards the goal of completing 1 million social housing units by 2028, 2 years earlier than the initial plan, the Ministry of Construction will implement 9 key groups of solutions.
One of them is the completion of mechanisms and policies, removing obstacles for projects, and at the same time coordinating with ministries, branches and localities to closely monitor the progress of each project; requiring localities to include social housing development targets in their annual socio-economic development plans.
The Ministry of Construction also requests investors to focus resources to complete projects being started this year, and at the same time prepare a clean land fund with favorable locations and synchronous infrastructure to develop more new projects.
Specific mechanisms will be applied to attract investors with financial capacity and available land funds to participate in social housing development" - said the Deputy Minister of Construction.
In particular, social housing projects will be included in the "green channel" group of administrative procedures, allowing the parallel implementation of many processes to cut at least 50% of the time to resolve procedures and compliance costs for businesses.
The progress of program implementation will be summarized and reported to the Prime Minister periodically every month and quarter to promptly have direction and administration solutions" - Deputy Minister Nguyen Van Sinh emphasized.
Also at the workshop, Mr. Nguyen Ngoc Canh - Deputy Governor of the State Bank - affirmed that, closely following the Government's policy on social housing development, the State Bank has prioritized credit capital for this sector in the past time, and at the same time coordinated with the Ministry of Construction and relevant agencies to improve mechanisms and policies, and remove difficulties in project implementation.
According to Mr. Nguyen Ngoc Canh, the State Bank also directed credit institutions to direct capital flows to the affordable housing segment, housing for low-income people. Currently, the total outstanding loan balance for social housing is about 41,000 billion VND, of which the Social Policy Bank is more than 25,000 billion VND and commercial banks are more than 16,000 billion VND.
The figures on social housing implementation results show that the progress of the project is clearly improving year by year and is going in the right direction. However, besides the positive results, the reality in major cities still shows that the supply of social housing has not fully met the demand.
