This is one of the steps of the national land database enrichment and cleaning campaign being coordinated by units nationwide.
According to C06, after organizing the arrangement of the two-level local government organization model, many specific tasks on land will be transferred to the commune, ward, and special zone levels. This requires a land database so that localities have adequate tools for management and handling administrative procedures.
However, information about the land user (including information about the land, identity card, citizen identification card) on the certificate (also known as the red book) issued to the land user is created through different periods. The management and archiving of records and technology in each period has changed.
In addition, many land users arbitrarily change the purpose, transact with handwritten documents, have not established inheritance rights... leading to some cases of incorrect and inconsistent information and data.
The Ministry of Public Security sets the requirement for this campaign to complete the national land database to ensure "correct - sufficient - clean - living - unified - shared". This will be a tool for agencies to handle administrative procedures on land for people and businesses under the one-stop, one-stop mechanism.
In response to some people's reflection on being required to photocopy or notarize the land use right certificate, the authorities affirmed that citizens only need to provide a copy of the certificate and citizen identification card when requested by the working group, not notarized.
To facilitate the campaign, the Ministry of Public Security and units encourage people to participate and accompany in providing, reviewing, supplementing, and authenticating information with management agencies to "enrich and clean" data.
This is an important step for the State and people to complete the national land database, serve the implementation and settlement of administrative procedures on land and other online public services in the electronic environment.
In the draft Decree 69/2024 regulating electronic identification and authentication drafted by the Ministry of Public Security, the Drafting Committee proposed to integrate and update 188 documents issued to individuals and 390 documents issued to organizations into VNeID.
