As Lao Dong reported, many people submitting documents at the CT3 Kim Chung social housing project, Thien Loc commune (invested by the consortium of Hanoi Housing Investment and Development Corporation and Viglacera Corporation - JSC) reported that the investor requested unreasonable additional documents.
Despite having prepared all the documents according to regulations, many people were still surprised and upset when the investor returned their documents with the reason of not having a photocopy of the salary table of the entire company.
Speaking with Lao Dong, Mr. Luyen Van Phuong - Deputy Director of the Hanoi Department of Construction said that if the investor believes that it will be implemented according to the regulations of the Department, it must be based on specific documents.
Mr. Phuong affirmed that the Department of Construction did not sign or issue any document requesting people to submit photocopy of the salary table of the entire company or department or unit. Currently, the Department of Construction is checking and reviewing and will soon respond to people's feedback.
On December 9, the Hanoi Department of Construction issued Official Letter No. 17270/SXD-PTDT to the Joint Venture of Viglacera Corporation and Hanoi Housing Development and Investment Corporation regarding confirmation of income conditions when purchasing social housing at the Social Housing Construction Investment Project at plots CT3, CT4 of Kim Chung New Urban Area, Thien Loc Commune.
Regarding the proposal of the Investor consortium to require the dossier submitted to buy a social insurance data provider with confirmation from the competent authority/photo, a photo taken at VssID software in case of paying salaries through a bank account or in cash is not in accordance with the provisions of Clause 2, Article 1 of Decree 261/2025/ND-CP dated October 10, 2025.
On the other hand, Form 01a issued with Circular 32/2025/TT-BXD of the Ministry of Construction clearly stipulates the content and subject of confirmation of average monthly income of home buyers.
According to Document No. 13732/BXD-QLN dated November 19, 2025 of the Ministry of Construction, the Department of Construction issued Document No. 16510/SXD-PTDT dated November 27, 2025 on rectifying the submission of documents for the purchase and sale of social housing, in which investors are required to strictly implement the procedures for buying and selling social housing according to the provisions of law.
Therefore, it is recommended that the Joint Venture of Viglacera Corporation and Hanoi Housing Investment and Development Corporation strictly implement the direction in Document No. 16510/SXD PTDT dated November 27, 2025 of the Department of Construction and not require people to provide documents outside the current legal regulations; People and agencies/units/enterprises will be responsible for the accuracy of the declaration and confirmation documents before the law and the post-inspection work of competent authorities.
Previously, a reporter from Lao Dong Newspaper had an interview with Mr. Le Ngoc Uoc - Head of the Sales Team, Kim Chung Social Housing Project (representative of the Joint Venture of Hanoi Housing Investment and Development Corporation and Viglacera Corporation - JSC).
Mr. Uoc said: "Regarding this issue, the investor does not require a photocopy of the entire company. The investor requires a photocopy of the unit's salary/way of work, which "unit" has many ways to understand. A room is also a unit. Usually, companies make a payroll table for each department. For example, three people are also a part. It is not required to submit a photocopy of the entire company".
When the reporter cited the case of people having their documents returned because the recipient requested a photocopy of the company's salary/salary, Mr. Uoc admitted that there were errors in the department receiving the documents.
Mr. Uoc said that during the process of receiving documents, the recipient often has explanations that are not suitable for customers.
"Due to the misunderstanding of the receiving staff, the communication method was not suitable, and the investor did not direct that. Of all the documents collection officers, there are about 10 people, and he has provided a lot of guidance. However, each person's understanding is different, and the way of interacting with customers is also different, Mr. Uoc said.
"That is a wrong case and we will fix it. What is not right or suitable, the investor will regulate every day" Mr. Uoc affirmed.
Mr. Uoc also said that in cases where people have their documents returned by the recipient due to a lack of a photocopy of the company's salary table, people can come to submit the documents, bringing the salary/salary table of the individual confirmed in accordance with regulations.
The CT3 Building Project belongs to the investment project to build a Social Housing Area in the Kim Chung New Urban Area, invested by the Joint Venture of Hanoi Housing Investment and Development Corporation and Viglacera Corporation - JSC. Open to receive the first phase of application from November 17, 2025 to January 3, 2026.
The total number of apartments in CT3 building is 1,104, including 929 social housing units and 175 commercial apartments. The provisional selling price of social housing apartments (including VAT and maintenance fees) is VND 18,400,000/m2.
