Decision No. 3380/QD-BNNMT announces newly issued and amended and supplemented administrative procedures in the land sector under the State management scope of the Ministry, effective from August 25, 2025. In this Decision, the Ministry has amended and supplemented 8 commune-level procedures including:
Land allocation, land lease, land use purpose change in cases of land allocation, land lease without auctioning land use rights, not bidding to select investors to implement projects using land; cases of land allocation, land lease through bidding to select investors to implement projects using land; land allocation and forest allocation; land lease and forest lease, extension of land use when the land use term expires.
Change the form of land allocation and land lease.
Adjust the decision to allocate land, lease land, allow change of land use purpose due to changes in the basis of the decision to allocate land, lease land, allow change of land use purpose; adjust the land use term of the investment project.
Adjust the decision on land allocation and lease, allow change of land use purpose due to errors in boundaries, locations, areas, and land use purpose between planning maps, cadastral maps, land allocation and lease decisions, allow change of land use purpose and land handover figures on site.
Land allocation with land use fees collected without auction or bidding to select investors to implement projects using land for individuals who are cadres, civil servants, public employees, officers in active service, professional soldiers, national defense civil servants, workers and defense officials, officers, non-commissioned officers, police workers, people working in essential jobs and people working in other key organizations receiving salaries from the state budget but not yet allocated residential land or housing; teachers and medical staff working in border communes and islands in areas with difficult socio-economic conditions, areas with especially difficult socio-economic conditions but not having residential land or housing at workplaces or not yet entitled to housing support policies according to the provisions of the law on housing; individuals living in communes without residential land and not yet entitled to housing support according to the provisions of the law on housing or not yet entitled to housing support according to the State's policies on housing.
Registering land and assets attached to land, issuing a Certificate of land use rights and ownership of assets attached to land for the first time for organizations currently using land.
Registering land, assets attached to land, issuing Certificates of land use rights, ownership of assets attached to land for the first time for individuals, communities, households, and people of Vietnamese origin residing abroad.
Using land for multiple purposes, extending the land use plan for multiple purposes.
