Approved in 2009 to serve the resettlement work for households subject to site clearance in the project to expand Nguyen Van Huyen Street and relocate to Cau Giay New Urban Area, the N01 resettlement housing project, located at plot D17 - Cau Giay New Urban Area, has been roughly built since 2013 and then suspended until now, still unfinished and unused.
After more than 15 years of abandonment, the project has just been restarted, people expect the project to be completed on time, avoiding wasting land resources and public investment.

According to Ms. Nguyen Thi Kim Ngan (a resident of Duy Tan city), the building has been abandoned for many years and is a waste, the renovation and completion of the Hanoi city to hand over to the people is a happy thing. "We, the people, hope the project will be completed soon, not just started and then suspended," Ms. Ngan shared.
According to Lao Dong Newspaper reporters, the N01 project has currently built 15 upper floors and 1 basement on a total area of 2,700m2. Although surrounded by corrugated iron fences, the project has seriously degraded after many years of abandonment. In recent days, the project has been resumed, and workers have begun to complete unfinished items.
Mr. Nguyen Viet Trung - Director of the Cau Giay District Construction Investment Project Management Board said that the project has currently completed about 90.8% of the construction volume.

According to Mr. Trung, the reason for the project's delay is due to many changes in construction standards, regulations, material prices, labor, policies and legal regulations. In addition, some problems arising at the items also prolonged the implementation time.
In addition, the impact of the COVID-19 pandemic and the scarcity of materials caused the project to not be allocated a capital plan in 2021, leading to the temporary suspension of construction. The contractor had difficulty mobilizing human resources and materials to continue implementation.
On July 31, 2024, the Government issued Decree No. 104/2024/ND-CP on the Land Development Fund (effective from August 1, 2024), making it impossible for the City Development Investment Fund to continue to provide capital to investors. To continue implementing, the project needs to adjust its capital.
On December 31, 2024, the Hanoi People's Committee issued Decision No. 6833/QD-UBND on adjusting the construction investment project, in which the implementation period was adjusted to the end of 2025 and the design and total investment were supplemented.
In January 2025, the People's Committee of Cau Giay District submitted a proposal to the People's Committee of Hanoi City to arrange capital to implement the project in 2025 of 71 billion VND, and was approved by the City People's Council.
On May 29, 2025, the Department of Construction issued a notice of the results of construction design evaluation after the basic design. Currently, the Department of Infrastructure and Urban Economic Cau Giay is advising the District People's Committee to appraise the construction estimates as a basis for the approval of the design adjustment and project implementation.

After approved by the District People's Committee, the Management Board of Cau Giay District Construction Investment Project will continue to submit to the Hanoi People's Committee and the Department of Finance for approval of adjusting and supplementing the contractor selection plan; At the same time, consult the Department of Construction on the adjustment of construction estimates if it exceeds the approved level, but does not exceed the total investment. The Board will also consult the progress of the implementation of construction contracts, consultancy, and bidding organization to select contractors for arising items.
"The N01 resettlement housing project is under construction again. We strive to complete, finalize and hand over for use in early 2026, ending the abandonment situation that has lasted for many years, said Mr. Nguyen Viet Trung.
