The fee for appraisal of red books is the fee for appraisal of dossiers for granting land use right certificates.

Pursuant to Article 2 of Circular 85/2019/TT-BTC, the list of fees under the authority of the Provincial People's Council is stipulated as follows:

- fees for appraisal of environmental improvement and restoration plans and supplementary environmental improvement and restoration plans (for appraisal activities carried out by local agencies).

- Fees for appraisal of documents for granting land use right certificates.

- Project appraisal fee, survey report on assessment of reserves, exploitation, and use of groundwater (for appraisal activities carried out by local agencies).

- fee for appraisal of records and conditions for underground water drilling (for appraisal activities carried out by local agencies).

- Fee for appraisal of projects for exploitation and use of surface water and seawater (for appraisal activities carried out by local agencies).

In addition, according to Clause 5, Article 3 of Circular 85/2019/TT-BTC, it is stipulated as follows:

Article 3. List of fees under the authority of the Provincial People's Council

1. Residence registration fee (for activities carried out by local agencies).

2. Fees for granting ID cards (for activities carried out by local agencies).

3. Civil status fee.

4. Fees for granting labor licenses to foreigners working in Vietnam (for licensing issued by local agencies).

5. Fees for granting certificates of land use rights, house ownership rights, and assets attached to land.

6. Construction permit fee.

7. Business registration fee.

Thus, the fee for appraisal of red books from July 1, 2025 after the merger will be decided by the Provincial People's Council.
