Mr. Dang Thai Son - Deputy Director of Ninh Binh Provincial Department of Finance - said that the arrangement and handling of redundant headquarters is carried out according to the principle of ensuring unified and effective management of public assets, avoiding waste and loss. The review, arrangement, arrangement, and handling must ensure facilities for the apparatus according to the new model and the operation of cadres, civil servants, public employees, and laborers.
Headquarters in the surplus area are prioritized for medical, educational and training, cultural, sports, commune police headquarters and other public purposes. In case the headquarters are still surplus, there is a plan to put them into operation to serve socio-economic development goals, ensuring strictness, economic efficiency, in accordance with legal regulations, and not allowing loss and waste" - Mr. Son said.

Also according to Deputy Director of Ninh Binh Provincial Department of Finance Dang Thai Son, for houses and land in communes and wards, priority is given to transferring them to commune-level People's Committees for management and handling when the locality has needs and use purposes.
In case there is still surplus, transfer it to the Land Development Center (Department of Agriculture and Environment) for management and handling, to develop a plan to put it into exploitation and use to serve socio-economic development goals, ensuring strictness, economic efficiency, in accordance with the law, and not allowing loss or waste.
According to statistics, in Ninh Binh province (after merging 3 provinces Ha Nam, Nam Dinh, Ninh Binh), there are a total of more than 700 land and housing establishments, surplus. Of which, 572 establishments are under the authority of the Provincial People's Committee to decide on handling; the Standing Committee of the Provincial Vietnam Fatherland Front Committee decided to handle 17 establishments; Party agencies and Party service units are 6 establishments and central agencies transferred to the province for management and handling are 124 establishments.
Regarding 572 redundant houses and land facilities under the authority of the Provincial People's Committee, up to now (January 23), the Chairman of Ninh Binh Provincial People's Committee has issued decisions to handle 572 facilities. In which, 81 facilities have been assigned, transferred, and converted to functions to serve as medical, educational, and community-based facilities and transferred to the provincial police for management; transferred to localities for management, handling 491 facilities.
For 6 houses and land facilities under the management of Party agencies and professional units of the Party, 3 facilities have been transferred; transferred to the Land Fund Development Center to manage 3 facilities.
After having a decision to handle redundant houses and land, Ninh Binh Provincial People's Committee continues to direct departments, agencies, branches, the Provincial Land Development Center, and People's Committees of communes and wards to focus on implementing asset preservation and protection, organizing handover and receipt according to regulations; arranging for agencies and units to use temporarily. In addition, assigned agencies continue to review and prioritize functional conversion to make medical and educational facilities, used for other public purposes of the locality.
