The A3 Residential Area Technical Infrastructure Project in Chi Cong Commune, Tuy Phong District (old), now Phan Ri Cua Commune, Lam Dong Province, was approved by the Provincial People's Committee and approved for project adjustment in 2011.
The scale of implementation is on an area of 15.1 hectares with a planning of 390 lots. The total investment capital is more than 46 billion VND. This is one of 10 projects facing difficulties, delays, and long backlogs that Lam Dong Provincial Inspectorate has included in the thematic inspection since August.
On October 15, Lam Dong Provincial Inspectorate announced the results of the thematic inspection for the A3 Residential Area Technical Infrastructure Project.

According to the inspection conclusion, by the time of inspection, the project had completed about 70% of the volume, including leveling, roads, water supply and drainage systems and electricity. About 390 lots have been formed, of which 31 households have been resettled.
However, many limitations and shortcomings were pointed out through inspection. The investor has accepted the volume of some items of Package No. 2 which is more than 1.1 billion VND higher than the actual amount and has not yet recovered 1.6 billion VND in advance.
The site clearance work has not been completed, the People's Committee of Chi Cong commune (now Phan Ri Cua commune) has not yet handed over 8,524m2 of land to build the main infrastructure. Some resettlement households are still encroaching on land within the project area. The investor has not yet completed the procedures to extend the investment progress.

The subjective cause identified by the inspectorate was the delay in consulting and coordinating between relevant units in land recovery, compensation and resettlement.
The inspection conclusion recommends handling the responsibilities of many units: Tuy Phong District People's Committee and Land Fund Development Center are responsible for land recovery, compensation, and site clearance; Chi Cong Commune People's Committee allowed encroachment and determined that the land legality is not strict. Responsibilities also include the Chairman of Tuy Phong District People's Committee and the responsible officers through the period 2010 - 2025.
The Provincial Inspectorate recommended that the Provincial People's Committee assign the Lam Dong Provincial Land Fund Development Center to preside over and coordinate with the People's Committee of Phan Ri Cua commune to completely implement the compensation and site clearance plan for the remaining households.
The People's Committee of the commune will completely handle the act of encroachment on land. The Agricultural Project Management Board must recover the incorrect acceptance before November 2025 and complete the investment extension procedures. Lam Dong Provincial Department of Home Affairs advises on reviewing and handling the responsibilities (if any) of leaders of relevant units in the period of 2010 - 2025 for the shortcomings and limitations pointed out.
