At the end of March this year, the Government Inspectorate organized the announcement of the inspection conclusion of the two investment projects to build new facilities 2 of Bach Mai Hospital and Viet Duc Friendship Hospital.
The surprise inspection of the two hospital projects was carried out by the Government Inspectorate under the direction of the Central Steering Committee on preventing and combating corruption, waste and negativity, directly headed by General Secretary To Lam.
Notably, in the announcement of the inspection conclusion, in addition to discovering the waste value of up to thousands of billions of VND, transferring the case file with signs of crime to the Ministry of Public Security, the leaders of the Government Inspectorate made important drawbacks for professional activities.
In fact, with this inspection, the Government Inspectorate has required the Inspection Team to implement "3 clear": Clear cause, clear violation, clear responsibility, clear damage and clear waste.
In particular, with a clear requirement of responsibility, when the violation of the law is detected, it is necessary to clarify the responsibility of which collective and individual. In line with the direction of General Secretary To Lam when mentioning this issue, it is necessary to direct the review and strict handling of major waste cases that are of public concern, in accordance with the spirit of handling a case to warn the whole region and the whole field. Clearly identify responsibilities and handle relevant organizations and individuals. According to the General Secretary, there must be an address responsible.
The inspection of the two hospitals can be said to have created a model in inspecting projects that are at risk of causing loss, waste, and negativity.

With Plan No. 1505/KH-TTCP, the Government Inspectorate will directly inspect 145 projects of central ministries, branches and corporations and general companies under the management of ministries and branches, with a total investment of over 100 billion VND; inspect a number of large projects of localities with a total investment of over 1,500 billion VND.
The Inspectorate of the Ministry of National Defense directly conducted inspections of 3 projects under its authority in the list of projects with difficulties and problems. The inspectors of provinces and cities directly inspected 750 projects in the area with a total investment of over 30 billion VND, in addition to the projects directly inspected by the Government Inspectorate and the Inspectorate of the Ministry of National Defense,

In Hanoi, the Government Inspectorate will inspect 6 projects including: New urban area southwest of Linh Dam lake, Van Canh New urban area, Phap Van - Tu Hiep urban area and Linh Dam Lake General Service Urban Area with Housing and Urban Development Investment Corporation (HUD) as the investor. Usilk City project (invested by Song Da Thang Long Joint Stock Company) and Dang Xa II New Urban Area (invested by Viglacera Corporation).
Regarding this thematic inspection, the inspection agency emphasized the need to pay attention to a number of contents with signs of violations and risks of causing loss and waste in: Approving investment policies; establishing, appraising, approving investment projects; selecting investors, negotiating, signing contracts; capital allocation, settlement of investment projects; land allocation, land lease, change of land use purpose; determining land prices, performing financial obligations on land... From there, clearly assess and identify the causes of difficulties, problems, delays, prolonged backlogs, low efficiency, risk of causing loss and waste.
Regarding this issue, Government Inspector General Doan Hong Phong directed that inspection work should be highly focused. The head of the inspection team needs to closely follow the progress, do it as accurately as possible, but at the same time, draft the inspection conclusion right during the direct inspection process, paying attention to directing members of the Inspection Team to strictly implement the regulations on inspection.
The Government Inspectorate plans to issue a conclusion before September 25, 2025, hoping to clarify the causes of each project's problems, determine responsibilities and strictly handle violations, waste and negativity, and draw lessons from this extensive inspection.
