Units must advise and propose implementation options to ensure feasibility, efficiency, and compliance with regulations.
In which, it clarifies the direction of investment, exploitation and management of transport infrastructure, technical infrastructure serving the activities of the relic, especially items related to the Bao Dai High-end Resort Project - the project is still waiting for consideration by competent authorities, and has not continued to be implemented.
No later than November 30, report to Khanh Hoa Provincial People's Committee on the progress and results of the implementation of assigned tasks.
Permanent Vice Chairman of the Provincial People's Committee Nguyen Long Bien assigned the Provincial People's Committee Office to advise and organize a field inspection of the Cau Da Villa relic and work with Khanh Ha Investment Joint Stock Company and related agencies to agree on a management and use plan for technical infrastructure to serve the relic and project.
Previously, in October 2025, the People's Committee of Khanh Hoa province decided to adjust and remove the content of "residential land not forming residential units" in the Investment Certificate first issued in 2013 and the adjustment certificate in 2014 of Bao Dai High-end Resort Project (Cau Da area, Nha Trang ward).
The adjustment is implemented according to the conclusion of the Government Inspectorate in Notice 1919/TB-TTCP dated November 4, 2020, while ensuring compliance with the law on land and investment.
The Provincial People's Committee assigned the Department of Agriculture and Environment to advise on the final handling of the content related to the elimination of "residential land not forming residential units" in land allocation decisions, land lease and land use right certificates of the project.
The Provincial Tax Department is responsible for coordinating the review and handling of arising financial obligations to avoid budget losses.
The Bao Dai High-end Resort project is invested by Khanh Ha Investment Joint Stock Company, and was granted an Investment Certificate in 2013 with a total capital of more than 478 billion VND, an area of over 136,000m2.
The goal is to build a 5-star villa - hotel area, including long-term tourist villas for rent or for sale (no residential units).
In 2014, the province reclaimed land from Khanh Viet Corporation to hand over to the investor to implement the project.
However, from 2017 to now, the project has been almost "shelved" due to the need to adjust the 1/500 scale planning according to the request of the Provincial Party Committee and the Provincial People's Committee.
In the project area, there are 5 ancient villas including Nghinh Phong, Vong Nguyet, Bao Dai, Xuong Rong and Tu Phuong Vo Su.
The investor has repaired the two villas of Nghinh Phong and Vong Nguyet, completed in 2019, but the remaining works are seriously degraded and have not been exploited effectively.
Faced with this situation, in 2023, Khanh Hoa Provincial People's Committee decided to reclaim 5 ancient villas with a total area of 9,209m2 for preservation and management according to regulations on historical - cultural relics.
