The Xuyen Tam Canal renovation project will reclaim land from 2,215 cases in Binh Thanh and Go Vap districts.
In Go Vap District, the project affects 138 cases, including 137 households and Van Lang University. Of these, 40 households will be completely cleared and the remaining 98 households will be partially cleared.
In Binh Thanh district, the project will reclaim land from 2,077 cases, of which 1,230 households and 23 organizations will be completely cleared, and the remaining 824 households will be partially cleared.
The Department of Natural Resources and Environment (DONRE) of Ho Chi Minh City has proposed to the People's Committee of Ho Chi Minh City a plan to support resettlement for people whose land has been recovered, with the principle of implementation according to Article 111 of the 2024 Land Law.
In case of total house and land revocation and eligible for compensation for residential land, people will be resettled with land, apartments or social housing.
In case of total house and land revocation but not eligible for compensation for residential land:
If the recovered land area is larger than or equal to the local land allocation limit, people will be resettled with land, apartments or social housing.
If the recovered area is smaller than the limit, resettlement will be resolved by apartment buildings or social housing.
In case the compensation is not enough to pay for the value of the resettlement house, the Compensation Council will consider renting or leasing the apartment to the people according to the provisions of the Housing Law 2023 and Decree No. 95/2024/ND-CP.
The selling price, rental price, and lease-purchase price of resettlement apartments will be determined at the same time as the residential land price, serving as the basis for compensation when the State reclaims land.
In addition, households that are eligible for resettlement but have 7 or more permanent residents and are actually living at the land acquisition address before the land acquisition notice, will be considered for an additional resettlement allowance (an apartment or a plot of land).
Households eligible for resettlement, or those whose entire house must be demolished in the case of partial clearance, while waiting for placement in a resettlement area or rebuilding a new house, will be supported with two times the moving costs: from the old house to the temporary residence and from the temporary residence to the resettlement location.
The Department of Natural Resources and Environment of Ho Chi Minh City also proposed to provide temporary housing support for people whose houses are partially recovered but the remaining structure outside the land recovery boundary is determined to not meet technical standards, so new houses must be built, or repaired and renovated to live on the remaining land area outside the land recovery boundary of the project.
In cases where residential land is recovered and resettlement arrangements are made, it is necessary to urgently hand over the site to implement the project but there is no temporary residence, temporary residence support will also be proposed.
Go Vap District has prepared resettlement apartments for those who were cleared at Gia Khang apartment building (Ward 14).
Binh Thanh District has arranged 258 apartments and 42 plots of land for households eligible for resettlement. In the near future, Ho Chi Minh City will build social housing at land plot No. 4 Phan Chu Trinh (Ward 12) with an area of over 12,000 m2, with 850 apartments to serve the resettlement of households cleared of land in the district.
