Currently, Ho Chi Minh City has 398 rivers, canals, and ditches that have not been renovated, with about 39,600 houses that need to be relocated.
The city aims to relocate 50% of houses on and along canals and ditches by the end of 2030, equivalent to about 20,000 houses. In which, District 8 alone (formerly) accounted for more than 15,000 houses.
According to the Ho Chi Minh City Department of Construction, to serve the relocation of houses along canals, the Ho Chi Minh City People's Committee has assigned the task of preparing to invest in 7 resettlement housing projects and 2 social housing projects, with a total scale of 9,600 apartments.
These projects are concentrated in Chanh Hung and Phu Dinh wards, where there are many residential areas living along canals and ditches.
In Phu Dinh ward, a series of resettlement housing projects will be implemented, including: Phu Dinh river port resettlement housing area with 716 units, investment capital of 1,008 billion VND; resettlement housing at land plots 467 - 469 Ben Binh Dong with 237 units, capital of 448 billion VND; housing area at land plots No. 338 and 1387 Ben Binh Dong with a scale of 1,293 units, capital of 1,594 billion VND.
Notably, Resettlement Housing Area No. 1 Pham Duc Son street (Phu Dinh ward) has the largest scale, with an area of 48,205 m2, with 3,776 units, total investment capital of about 5,977 billion VND.
Resettlement housing No. 2 Pham Duc Son street will also be built on an area of 1,940 m2, a scale of 336 units, with a capital of 756 billion VND.
In Chanh Hung ward, the city also implemented the resettlement housing project on road No. 17 with 1,057 units, with a total investment of 2,099 billion VND.
The resettlement housing project at land plot No. 400 Nguyen Duy (Chanh Hung ward) is built on an area of 13,983 m2, scale of 1,492 units, with a total investment of about 1,898 billion VND.
In parallel with resettlement projects, Ho Chi Minh City invests in 2 social housing projects, including: Land plot 617 - 629 Ben Binh Dong (Phu Dinh ward) with 320 units, capital of 392 billion VND and land plot No. 314 Au Duong Lan street (Chanh Hung ward) with 354 units, capital of 467 billion VND.

According to the Department of Construction, the total investment capital of 9 projects is about 14,600 billion VND, implemented from and outside the budget, expected to be implemented in the period 2026 - 2027.
The Department of Construction said that cases where resettlement is arranged but compensation and support for residential land is not enough compared to the value of a minimum resettlement quota will be supported by the State for the difference.
In case the total value of compensation and support for housing and residential land is not sufficient to pay the value of resettlement apartments, households are considered for installment payment within 15 years.
The city also considers arranging an additional resettlement quota for households with 7 or more permanent residents, actually living in the recovered area.
According to Dr. Du Phuoc Tan - former Head of the Urban Management Research Department (Ho Chi Minh City Development Research Institute), previously when compensated, many households did not meet the conditions or faced difficulties in creating new housing.
Some households cling to demand an increase in compensation, affecting the relocation progress. While many other households have to drift to suburban areas, buy land without papers, form temporary residential areas, putting pressure on urban management and security and order.
Ho Chi Minh City's current housing support policy will help create higher consensus among people, thereby accelerating the relocation process on and along canals and ditches. At the same time, this policy contributes to effectively implementing the principle of ensuring people's lives equal to or better than the old residence after relocation" - Dr. Du Phuoc Tan assessed.
