On November 18, Mr. Pham Quoc Huy - Deputy Head of Project Management Board 7 (Ministry of Construction) - said that the rest stop at Km144 had just been handed over 1.67/10.86ha, reaching 15.39%. The remaining 9 hectares have not been handed over for construction, leading to delays in the progress of this rest stop.
Mr. Huy also said that the reason for not handing over the site for construction is because this land area is being disputed and complaints are occurring. Currently, Lam Dong Provincial People's Committee is urgently removing obstacles to have a site handed over to the construction investor. On the other hand, the litigation agencies are also supporting the settlement of disputes and complaints to promptly hand over the project site.
As for the rest stop at Km205, Mr. Huy said that the basic progress meets the requirements according to the contract, and it is expected to be completed and put this rest stop into operation in early January 2026. This rest stop will serve people traveling on the highway during the Lunar New Year.
Previously, on June 27, 2024, the Vietnam Expressway Administration (under the old Ministry of Transport, now the Ministry of Construction) approved the results of selecting investors to build and operate 2 rest stops on the Vinh Hao - Phan Thiet Expressway. The winning investor contract will implement this project for 15 months. Investors are required to complete at least essential public service works including parking lots, toilets, and operating houses before December 31, 2025.
The expressway section through Lam Dong Vinh Hao - Phan Thiet province is over 100km long and has been open to traffic since May 2023. By June 2024, the service road, overpass and intersection items will be completed.
Currently, 2 locations on this expressway are flooded during heavy rain. The Management Board of the Vinh Hao - Phan Thiet Expressway Project is implementing solutions to completely overcome the flooding situation. The bidding packages for the construction of the intelligent traffic monitoring system (TS) and vehicle weight control on this expressway are also being rushed to complete to collect tolls in early 2026.
