In May 2025, the authorities of Khanh Hoa province are developing a plan to re-auction land use rights for land plot 48-48A Tran Phu (Nha Trang).
This is one of many golden lands along the coast of Nha Trang that has been abandoned for nearly 15 years.
Previously, in April 2025, after a direct inspection in Nha Trang, Deputy Prime Minister Ho Duc Phoc gave instructions on how to remove obstacles for this land.

The Deputy Prime Minister directed that for the Land Area project 48-48A Tran Phu Street, Khanh Hoa Province, urgently discuss and agree with the investor (Vietnam Agricultural Bank for Services Company Limited - Agribank) in the direction of returning the auction winning investor's money to the provincial budget.
Deputy Prime Minister Ho Duc Phoc emphasized that after returning the money to Agribank, Khanh Hoa province urgently developed a plan and re-organized the auction of land use rights according to the provisions of current law.
Up to now, the People's Committee of Khanh Hoa province has assigned the Department of Finance to propose a handling direction, returning the amount of money that Agribank had won the auction and paid to the budget.
After the Department of Finance completes the refund to investors, the Land Fund Development Center will advise the Khanh Hoa Provincial People's Committee to add the land to the list of land plots to be auctioned for land use rights in 2025.
At the same time, the Center will be published on the National Land Use Auction Portal, provincial and district web portal; organize the re -establishment of the land map; Develop a auction plan for land use rights, submit to the Department of Agriculture and Environment to appraise the dossier and submit it to the Provincial People's Committee for approval of the plan.
Controversy over... seizure order
15 years ago, Khanh Hoa province issued a certificate of land use rights, house ownership rights and assets attached to land to the Agricultural and Rural Development Service Company Limited (under Agribank).
During this time, the investor has paid the budget 236.6 billion VND for land auctions.
Khanh Hoa province later concluded that the investor did not implement the project, so it organized a withdrawal. However, the recovery has encountered many difficulties due to legal problems.
Previously, the decision to reclaim the land plot at 48-48A Tran Phu, Khanh Hoa province was based on violations of the law on land management. If based on this regulation, investors will not be compensated for land and assets attached to land, except in cases of force majeure.
Meanwhile, the enterprise explained that the delay in the project progress at the land plot 48-48A Tran Phu was because the Ministry of Public Security issued a seizure order. And this reason is determined to be a "casse of force majeure".
