The Hanh Phuc flower garden project started construction in July 2024 with a total investment of 79.097 billion VND. Kien An District has 46 households subject to land acquisition to implement the project. Up to now, there are 4 households using the organization's land for housing purposes that are not eligible for compensation and support and 25 households renting houses of Hai Phong Housing Business Management Company Limited have not agreed with the compensation and support plan and have not yet handed over the site.
The People's Committee of Kien An District fully implements the process of compensation and support for site clearance to ensure compliance with legal regulations for 25 households renting houses of Hai Phong Housing Management and Business Company Limited and 4 households using the organization's land for housing purposes that are not eligible for compensation and support.
At the same time, there was a document reporting to the City People's Committee and the City People's Committee agreed to another support mechanism for households. Specifically, for architectural objects on land areas that have signed a house lease contract with Hai Phong Housing Management and Trading Company Limited, households will be compensated 100% of the value; for self-expanded architects outside the land area that have signed a house lease contract with Hai Phong Housing Management and Trading Company Limited, households will be supported with 50% of the value.
To ensure accommodation for people, the city has arranged for 25 households to rent houses in the 5-storey Cat Bi apartment complex (Hai An district). Kien An District coordinated with Hai Phong Housing Management and Trading Company Limited to develop a plan to re-lease houses to 25 households and submit it to the city for approval.
At the conference, leaders of the Kien An District Party Committee and People's Committee requested relevant levels and sectors to make efforts and resolutely implement site clearance according to their authority, functions and tasks. Tran Thanh Ngo Ward and other sectors and units continue to propagate and mobilize in many forms so that households understand and comply with, hand over the project site; proactively grasp the situation, do not let passive or unexpected situations occur.
Relevant sectors and units urgently complete the enforcement dossier to carry out if households do not voluntarily hand over the site. Hai Phong Housing Management and Trading Company Limited is determined to require tenants not to hang banners in the rental area under public property managed by the company. At the same time, prepare apartments in the 5-storey Cat Bi apartment complex (Hai An district) and create favorable and quick conditions for households to complete the procedures for re-leasing houses.
