Efforts to implement social housing projects
On October 1, Deputy Minister of Construction Pham Minh Ha had a working session with leaders of Vinh Long and Dong Thap provinces to inspect the progress and direct the review of social housing needs.
At the meeting, the Vinh Long Department of Construction said that the province is reviewing and evaluating the housing needs of workers, low-income people, cadres, civil servants, public employees and armed forces. This serves as a basis for effective implementation planning.
In 2025, Vinh Long will complete nearly 1,200 apartments in 10 different projects. Since the beginning of the year, the province has started construction of 1,063 new units and 1,307 units are eligible for sale on the market, proving the rapid progress of implementation.
Due to the sharp decline in social housing demand in Tra Vinh area after the merger, Vinh Long province proposed to reduce the social housing target by 2030 from 38,500 units to 23,500 units (a reduction of 15,000 units).

Dong Thap has also proactively implemented social housing, completing 563 units eligible for sale and lease. The province currently has 9 projects with a total of 4,586 apartments under construction, and at the same time, it is calling for investment in 5 other projects with a scale of 2,293 apartments.

Reviewing the needs and progress of social housing implementation
Faced with difficulties in capital and project progress, local leaders made recommendations to remove obstacles. Mr. Dang Van Chinh - Permanent Vice Chairman of Vinh Long Provincial People's Committee - emphasized that he had prioritized reviewing the needs and developing targets for the period 2026 - 2030, but there were still many barriers.
Mr. Chinh suggested that the Central Government soon have specific regulations to mobilize maximum social resources to develop social housing. Completing a synchronous legal framework and policy is a prerequisite to attract investors and ensure sustainable development.

Recognizing the efforts and difficulties of the two provinces, Deputy Minister of Construction Pham Minh Ha requested a thorough review of the demand for social housing in each locality, synthesizing the problems and sending detailed reports. The recommendations need to focus deeply on mechanisms and policies, not just capital.
Mr. Ha emphasized that this helps the Department of Housing and Real Estate Market Management synthesize and advise the Ministry to report to the Prime Minister. The goal is to remove legal obstacles, create favorable conditions, promote the progress of social housing implementation, and make settlement goals a reality.
"Currently, the Ministry has completed the draft decree on the National Housing Fund and amended Decree 100/2025/ND-CP on the development and management of social housing, creating resources for localities, removing difficulties, expected to be submitted to the Government in October," the Deputy Minister added.
