Project worth over 200 billion VND to connect regional traffic
The project of connecting Nguyen Luong Bang Street with Tran Nhan Tong Street, Kien An District was approved by the 16th Hai Phong City People's Council at the 6th session, July 20, 2022.
On March 8, 2023, the City People's Committee approved the project in Decision No. 600/QD-UBND with a total investment of 189.312 billion VND. The investment goal of the route is to meet the travel needs of people in the area and neighboring areas, gradually meeting the criteria of a type I urban area according to Decision No. 1337/QD-UBND dated July 11, 2016 of the People's Committee of Hai Phong City on approving the detailed planning at a scale of 1/2000 of Kien An District until 2025.

The investment scale of the project is to build a road connecting Nguyen Luong Bang Street with Tran Nhan Tong Street, about 1.5 km long, passing through Van Dau and Nam Son wards (Kien An district). Section 1 from Nguyen Luong Bang Street km0+000 to km 1+280.85 is 1,280.85m long, with a road cross-section of 15m; Section 2 from km 1+280.85 to Tran Nhan Tong Street km1+486.94 is 206.09m long, with a road cross-section of 13m.
The project also relocates electricity, transformer stations, and completes the construction of urban technical infrastructure works such as drainage systems; lighting systems, trees, and road signs according to current standards.
According to the plan, the project is expected to be completed in 2024. However, in October 2024, at the 19th session, the 16th Hai Phong City People's Council decided to adjust the investment policy of this project in terms of both investment level and implementation time. Accordingly, in addition to 189.312 billion VND from the city budget, the project was supplemented with more than 29 billion VND from the Kien An district budget (total investment is 218.327 billion VND). The implementation period has also been extended to 2025.
Land clearance problems
It is known that to implement the project of connecting Nguyen Luong Bang Street with Tran Nhan Tong Street, 110 households had their agricultural land reclaimed and 59 households had their residential land reclaimed. According to information from the People's Committee of Kien An District, as of February 7, 2025, there are still 13 households whose land has been recovered and have not received compensation for site clearance support, 8 households have received the money but have not dismantled the construction and handed over the site.

Land clearance problems also affect construction progress. By the end of 2024, the two contractors had only completed about 40% of the construction volume.
Faced with the actual problems of site clearance affecting the project's progress, on February 10, during an on-site inspection at the project, the leaders of the People's Committee of Kien An District requested relevant departments, units and the two wards of Nam Son and Van Dau to closely coordinate and urgently complete the site clearance.
District leaders note that compensation and support for households with land subject to recovery must ensure the rights of people on the basis of compliance with legal regulations. In case citizens still deliberately do not comply, the locality will resolutely carry out enforcement according to regulations, ensuring the project's progress.
In addition to this project, there are also a number of projects in Kien An district that are facing problems with site clearance. Of which, the Hanh Phuc flower garden project worth nearly 80 billion VND has 21 households with residential land subject to recovery, and 17 households are eligible for compensation and support. Accordingly, 14 households have received money and drawn lots to receive resettlement land, but the households have not yet handed over the site because they have not yet received enough temporary support funds; 3 households have not received compensation due to recommendations related to resettlement and compensation areas. For 25 households renting houses of Hai Phong Housing Management and Trading Company Limited, the households still have recommendations related to compensation for site clearance.
