The Ho Chi Minh City Inspectorate has just announced Inspection Conclusion No. 10/KL-TTTP-P7 on specialized inspections of projects with difficulties, obstacles, and prolonged backlogs in the city.
According to the conclusion, currently in Ho Chi Minh City, there are still many projects that are slow to implement due to many different reasons, there are subjective reasons from project investors and competent State agencies; there are objective reasons due to prolonged project implementation time, changes in legal policies, and the actual situation.
For example, the Binh Trung Dong - Cat Lai Residential Area Project, now belonging to Binh Trung and Cat Lai wards, invested by Phu Nhuan Construction and Housing Business Co., Ltd. (abbreviated as Phu Nhuan Company) as the Main Infrastructure Project Investor and component investors, the approved total investment is 188,742,000,000 VND from contributions from component project investors, area 149.36ha (old 154ha area).
Currently, the main technical infrastructure has only been cleared 21.741ha/44.446ha; only a part of 1 traffic route has been constructed (782m constructed)/totaling 23 traffic routes with a total length of 13,874m, and the green park item has not been completed.
There are 14 component projects implemented at different levels; most of the component projects have only invested in the project's internal transportation system, have not invested in parks and green trees, public works, and most have not built houses, have not connected regional transportation due to lack of main infrastructure connection.
Or like the An Phu Development Urban Area Project, now belonging to Binh Trung ward, invested by Thu Thiem Real Estate Joint Stock Company (abbreviated as Thu Thiem Company) directly under Saigon Real Estate Corporation - One Member Limited Liability Company (formerly Urban Development Service Company) as the investor of the main technical infrastructure project and component investors, the approved total investment is 110,600,000,000 VND (after adjustment is 202,683,000,000 VND) from contributions from component project investors, with an area of 88.76ha.
Currently, the main technical infrastructure area of about 87,393.03m2 has not completed compensation and site clearance work; only 90.3% of the construction volume of 1 road has been constructed, and the remaining 4 traffic routes and 3 green parks have not been fully invested according to the approved plan.
Also related to the problems in compensation work that the Cultural, Tourist and Sports Park Area project south of Ta Quang Buu street (old District 8) now belongs to Chanh Hung ward, invested by Van Thai Joint Stock Company, has not yet started construction of the component project of the Cultural, Tourist and Sports Park despite being approved for project development since 2001.
One of the reasons for the slow implementation of the project is that people have not agreed with the compensation and support plan. People affected by the project believe that this is a project using non-budget capital, so they do not agree with the compensation and support plan approved by the old District 8.
The Ho Chi Minh City Department of Construction said that the project still has many items that have not been deployed for construction, namely Apartment Building Block C2, Primary School and Cultural, Sports and Tourism Park Area (9.6ha) due to problems in site clearance compensation.
In 2024, the Ho Chi Minh City Inspectorate also announced the inspection conclusion of this project with many violations. According to the approved decisions, the resettlement apartment complex of the project has a scale of more than 2ha, with a total number of apartments in the resettlement area of 1,462 units. These apartments are arranged for people who are being cleared and affected by the project. However, since 2014, the investor has coordinated with real estate units to sell 4 apartment blocks to the wrong subjects according to the policy of the City People's Committee; not complying with regulations on conditions for selling houses formed in the future for 2 blocks of houses.
