The Hanoi Department of Agriculture and Environment has just submitted a draft on the development of the first land price list to be announced and applied from January 1, 2026.
In this table, land prices are divided into 17 areas after the arrangement of administrative units, instead of according to districts as before.
According to the Hanoi Department of Agriculture and Environment, the current land use situation in Hanoi clearly reflects the characteristics of a political, economic and cultural center city of the country, with rapid urbanization and increasing land demand.
Hanoi's total natural area is about 3,359 km2, of which agricultural land still accounts for a high proportion, which is showing a decreasing trend due to the rapid transition to residential land, infrastructure construction land and commercial service land, especially in areas preparing for urbanization.
In urban areas, especially in Ring Road 1 and Ring Road 2, residential land funds are very limited, high construction areas, mainly concentrated in houses, public works, offices and service facilities.
In suburban wards, in Ring Road 3, residential land interspersed with agricultural land still exists, but is also being strongly converted to serve new urban area projects, industrial parks and transport infrastructure systems.
Rural land in old suburban districts such as Dong Anh, Gia Lam, Thanh Tri, Hoai Duc, Quoc Oai... is being adjusted in the direction of planning to become satellite urban areas, associated with the goal of reducing the burden on the urban area.
According to the draft submission on the first-time construction of a land price list, area 9 (including communes of Lien Minh, O Dien, Dan Phuong, Hoai Duc, Duong Hoa, Dong Son, An Khanh) is expected to have the highest increase, about 26%.
The highest land price in this group is 64.7 million VND/m2, applied to location 1 on National Highway 32 (from the border with Xuan Phuong Ward to the intersection into Kim Chung - Di Trach urban area).
The average land price in location 1 of area 9 reached 30.4 million VND/m2, up from the current 26.8 million VND/m2.

The highest expected agricultural land price in Hanoi is still at 290,000 VND per square meter from the beginning of 2026, while some suburban communes have increased by 24%.
Communes in the north of the capital (including Tien Thang, Yen Lang, Quang Minh, Me Linh) and the southwest such as Thuong Tin, Hong Van, Thanh Oai, Dan Hoa, Thuong Phuc are expected to increase by 24% compared to the 2024 price list.
Each m2 of land for growing rice, annual crops and aquaculture is about 192,000 VND, while land for growing perennial crops is 262,000 VND. This is also the price threshold applied to the western suburban communes of Hanoi, such as Dan Phuong, Hoai Duc, An Khanh, Phu Xuyen...
For the remainder of this area in Hoai Duc, Dan Phuong, Dong Anh, Gia Lam, Thanh Tri districts, the proposed agricultural land price is equal to the level before the merger of administrative units. Accordingly, each m2 of land for perennial crops is 270,000 VND and land for rice and annual crops, aquaculture is 231,000 VND.
The adjusted land price list is used as a basis for calculating compensation, determining land prices for resettled people and people compensated for residential land; calculating land use tax, personal income from the transfer of land use rights.
