Resolution No. 205/NQ-CP requires urgent handling of projects with long-standing backlogs and problems to free up resources and put them into use soon.

At the meeting of the National Assembly Standing Committee at the end of April 2025, Vice Chairman of the National Assembly Nguyen Khac Dinh shared that it is necessary to supplement solutions to handle and remove obstacles for these projects to free up huge resources for economic development.

According to the Vice Chairman of the National Assembly, in reality, there are projects that are "standing still", land is left for many years, but if we just issue an order "if not done, then reclaim it", some projects can be immediately implemented.

In the coming time, the Vice Chairman of the National Assembly proposed to review all projects that are slow to be implemented to remove obstacles and put the project into implementation.

At the same time, remove policy mechanisms to put unimplemented projects into practice, accelerating the flow of resources in the economy.

For the type of project "registered there", the Vice Chairman of the National Assembly proposed to re-number and revoke if it cannot be implemented; review and handle public assets ineffective use...

Recently, the Government issued Resolution No. 205/NQ-CP at the regular Government meeting in June 2025 and the Online Conference of the Government with localities.

The Resolution requires ministries, agencies and localities, according to their assigned functions, tasks and powers, to urgently handle projects that are backlogged and have long-standing problems to free up resources and put them into use soon.

In fact, in recent times, the Prime Minister has issued many documents directing ministries, branches and localities to focus on reviewing projects with difficulties, long-standing backlogs, urgently having solutions to immediately implement projects, not wasting assets and money of the state, businesses, people and society.

On June 28, 2025, the Government Office issued Notice No. 334/TB-VPCP on the conclusion of Deputy Prime Minister Nguyen Hoa Binh at the meeting to deploy the Politburo's opinions on removing difficulties and obstacles for projects...

In particular, the Permanent Deputy Prime Minister assigned the Government Inspectorate to preside over and coordinate with the Ministry of Finance; The Standing Agency of Steering Committee 751 to synthesize and review projects with difficulties and problems for inspection and examination on the principle: Do not organize inspections and examinations: for projects with inspection, auditing, investigation, judgment results and projects that do not violate, only problems with legal procedures and order;

For projects with violations: conduct inspections and checks but must be decentralized, under the authority of which level, that level will organize inspections and checks.

Urgently develop plans and inspection and examination processes to guide agencies and localities to organize inspection and examination work properly for projects with violations, without causing inconvenience or negatively affecting socio-economic development.

Evaluate the results of implementing the removal of difficulties and obstacles for projects and land, assign localities to propose inspections, examinations and plan solutions to handle and remove difficulties and obstacles for projects in their localities, and report to the Government and the Prime Minister in August 2025.
