The decentralization of management and expenditure of trade unions is fully implemented by the Vietnamese Trade Union to the grassroots level directly under the grassroots level under the direction of the Presidium of the General Confederation.
However, union accountants at all levels are mostly part-time, so there is not much time for union financial activities, so the implementation of budget and settlement reports has not ensured progress. The budget for union financial revenue and expenditure has been assigned to 19/25 trade unions at the grassroots level and 24/35 grassroots trade unions. The units have developed a 2024 budget that basically ensures principles and compliance with regulations. However, the work of preparing estimate reports still has some limitations and shortcomings.
That is, the preparation and submission of reports to the Vietnam Civil Servants' Trade Union is slower than the regulations because accounting staff have changed after the congress and have not been trained and trained in trade union accounting.


Some units have made budget revenue estimates for low budget revenue expenditures because they have not closely followed the expenditures implemented last year, have not compared labor data, social insurance salary fund, etc.
Also at the Conference, the Vietnam Civil Servants' Union commended 25 collectives and 46 individuals with good achievements in union financial work.
