The Ministry of Education and Training (MOET) has announced a draft Circular regulating the Vocational Standards of Preschool Teachers to collect comments.
This Circular stipulates the professional standards of preschool teachers according to each title, including: tasks; standards on professional ethics; standards on training and fostering qualifications; standards on professional competence and skills.
Article 5 of the draft Circular stipulates the professional standards of preschool teachers.
Article 5. Preschool teacher's professional standards
Preschool teachers must meet the ethical standards stipulated in Article 4 of this Circular and the following standards:
1. Standards on training and fostering qualifications:
- Have a diploma in preschool education college or higher;
- Have a certificate of training in preschool teacher vocational standards.
2. Standards on professional competence and skills:
a) The ability to nurture, care for, and ensure the safety of children.
- nurturing and caring for children: Carry out daily activities of nurturing and caring for children (eating, sleeping, hygiene, safety) according to the instructions; recognize unusual signs of children's health and report promptly; demonstrate a thoughtful and responsible attitude in caring for and protecting children.
- Ensure children's safety: Follow internal regulations and regulations on children's safety.
b) Children's education capacity
- Develop and implement an educational plan: Develop and implement an educational plan based on the general education plan of the school.
- Organize educational activities: Implement simple methods and forms; focus on existing plans.
- Assess children's development: Use basic assessment tools according to general instructions.
- Building an educational environment: Building a safe and friendly learning and playing environment.
c) Communication and cooperation capacity
- Communicate with children: conduct friendly, clear communication, suitable for their age; know how to listen and encourage children to communicate properly.
- Communicate and cooperate with colleagues: Respect and be patient in communication; cooperate with colleagues in activities of professional groups.
- Communicate and cooperate with young parents and the community: Carry out coordination activities with young parents according to the school plan; Provide basic information about children and study programs; maintain a polite and respectful attitude; participate in a number of activities in conjunction with local organizations and unions.
d) Foreign language/national language proficiency, digital proficiency
- Use a foreign language (priority English) or ethnic language according to job requirements.
- Meet the basic digital capacity requirements according to the digital capacity framework for preschool teachers as prescribed by the Ministry of Education and Training.
d) Self-study and career development capacity
Fully participate in training courses organized by competent authorities and conduct regular training according to regulations.
