In particular, the professional standards for senior university lecturers are stipulated in Article 7 of the draft Circular. Specifically as follows:
Senior university lecturers must meet the standards of professional ethics prescribed in Article 4 of this Circular and the following standards:
1. Standards on training and fostering qualifications:
a) Have a doctorate degree suitable for the job position, major or teaching major;
b) Having a certificate of training in university lecturer vocational standards.
2. Standards on professional competence and skills:
a) Have in-depth knowledge of the subjects assigned to him/her to teach and have solid knowledge of some related subjects in the training major assigned to him/her;
b) Grasp the reality and development trends of training and scientific research in the field;
c) Having the capacity to conduct scientific research, in which: Predicted the implementation of at least 02 (two) grassroots science and technology tasks or 01 (one) higher-level science and technology tasks that have been accepted with results of meeting the requirements or higher;
Guiding at least 02 (two) students to be granted a master's degree or guiding at least 01 (one) doctoral student to be granted a doctorate degree (for lecturers teaching majors in the health science group, guiding 01 (one) student to successfully complete a specialist thesis or a resident doctor is calculated as guiding 01 (one) student to be granted a master's degree;
For lecturers teaching art majors, they can replace the main or supplementary guidance 01 (one) of graduate students with 01 (one) of prestigious research and composition works at home and abroad;
For lecturers who do not participate in guiding master's theses or doctoral theses, the number of accepted scientific research topics must be 02 (twice) times the number of scientific research topics specified in Point c of this Clause);
Preside over the compilation of at least 01 (one) books for training that are assessed, accepted and put into use in training and fostering from university level or higher in accordance with the major, major in teaching or training of lecturers and have an international standard code ISBN;
The author of at least 06 (six) scientific papers is a scientific research work by lecturers published in scientific journals with the international standard code ISSN;
d) Having the ability to apply information technology and use foreign languages in performing the tasks of the title of senior university lecturer;
d) Main university lecturers are allowed to register for promotion to the title of senior university lecturer when meeting the professional standards of senior university lecturers as prescribed in this Article;
Must have held the professional title of senior university lecturer or equivalent for at least 04 (four) years;
Of which, there must be at least 01 year (full 12 months) holding the professional title of senior university lecturer up to the deadline for submitting an application for consideration for professional promotion.
