Circular 29/2024/TT-BGDDT of the Ministry of Education and Training (MOET) regulating extra teaching and learning takes effect from February 14.
Article 4 of Circular 29/2024/TT-BGDDT stipulates cases where extra teaching and organization of extra teaching is not allowed from February 14, 2025 as follows:
1. Do not organize extra classes for primary school students, except in the following cases: art training, physical education, and life skills training.
2. Teachers who are teaching at schools are not allowed to teach extra classes outside of school for money from students that the teacher is assigned to teach by the school according to the school's educational plan.
3. Teachers at public schools are not allowed to participate in the management and operation of extra-curricular teaching but can participate in extra-curricular teaching.
Thus, from February 14, 2025, teachers are still allowed to teach additional lessons to primary school students in 3 cases: Arts enrichment; Sports; Life skills training.
Principles of extra teaching and learning
Article 3 of Circular 29/2024/TT-BGDDT stipulates the principles of extra teaching and learning, including:
Extra teaching and learning can only be organized when students have the need to learn extra, voluntarily learn extra, and have the consent of their parents or guardians. Schools, organizations, and individuals organizing extra teaching and learning must not use any form of forcing students to learn extra.
The content of extra teaching and learning must not be contrary to the provisions of Vietnamese law and must not contain prejudices about ethnicity, religion, occupation, gender, or social status. The content of teaching according to the school's educational plan must not be reduced to include extra teaching.
Extra teaching and learning must contribute to developing students' qualities and abilities; must not affect the organization and implementation of the school's educational program and the implementation of teachers' subject programs.
The duration, time, location and form of organization of extra teaching and learning must be suitable for the psychology and age of the students, ensuring the health of the students; comply with the provisions of law on working hours, overtime hours and the provisions of law on security, order, safety, environmental sanitation, fire prevention and fighting in the area where extra teaching and learning classes are held.
Regulations on collection and management of tuition fees are stipulated in Article 7 of Circular 29. Accordingly, funding for organizing extra teaching and learning in schools uses the state budget and other legal funding sources according to the provisions of law.
The level of tuition for extra-curricular classes is agreed upon between the student's parents, the student and the tutoring facility.
The collection, management and use of tuition fees shall comply with the provisions of the law on finance, budget, assets, accounting, taxes and other relevant regulations.
Mr. Nguyen Xuan Thanh - Head of the Secondary Education Department, Ministry of Education and Training - emphasized that the Ministry of Education and Training does not prohibit extra teaching but seeks the cause to have appropriate and effective management plans.
"Studying to be better and develop yourself is a legitimate desire, so the Ministry of Education and Training does not prohibit it. However, organizations and individuals who teach extra classes must register their business and must publicly disclose their location, subjects, study time, costs, etc. and must strictly comply with legal regulations on working hours, working hours, safety, security, fire prevention, etc. At that time, students and parents will choose any place that makes them and their parents trust and meets their requirements," said Mr. Thanh.
